1. GENERAL PROVISIONS

1.1. Federal unit rates (hereinafter referred to as FER) are developed for the 1st base region Russian Federation(Moscow region) in the price level as of January 1, 2000 and are intended for:

Cost calculations construction products when forming investor estimates and preparing tender documentation;

Definitions estimated cost construction works and calculations completed construction works in the manner set forth in clause 1.2 for territories (regions) and for industry departments where there are no fully or partially territorial unit prices (TER) or industry unit prices (OER). In this case, recalculation of unit prices into the territorial price level as of January 1, 2000 is made using territorial (sectoral) correction factors that take into account local conditions of construction, and is carried out in the manner established by the State Construction Committee of Russia;

Development of enlarged standards for the estimated cost and price lists for construction work;

Planning and Analysis economic indicators design solutions and the work of construction companies.

1.2. FER is developed on the basis of:

State elemental estimated norms for construction work in 2001 (hereinafter referred to as GESN), which take into account: the industry-average optimal and organizational level of construction production, the building materials, products and structures used, as well as, as a rule, domestic construction machines and technological vehicles. Each collection of GESN corresponds to a collection of FER with the same number and name;

- "Guidelines for the development of unit prices for construction, installation, special construction and repair and construction work."

1.3. FER take into account the full range of costs for construction work in normal (standard) conditions, at a positive temperature and not complicated external factors. When performing work in special conditions: tightness, gas contamination, nearby equipment, in areas with specific factors (high mountains, etc.) provided for by the project, as well as in other more difficult production conditions compared to those taken into account in the GESN collections, one should be guided by the provisions set forth in section 3 these instructions.

1.4. The action of the FER does not apply to:

Works, the norms for which are not in the collections of GESN;

Works whose production technology and resource consumption differ from the technology and resource consumption adopted in the collections of GESN;

Building structures and works, to the capitality, quality and accuracy class of which requirements are imposed that exceed the requirements and tolerances given in the collections of SNiP, Part 3 "Rules for the production of work";

Works with the use of machines and building materials, including imported ones, which have no analogues of domestic production, significantly changing the technology of work production and resource consumption compared to FER;

Works carried out in high-altitude areas at an altitude of more than 3500 m.

The estimated cost of such work should be determined on the basis of individual estimated norms and unit prices, or by applying correction factors to the current unit prices, taking into account the relevant features of the work.

1.5. Individual estimated prices should take into account the specific conditions for the production of work with all complicating factors. Individual unit prices for construction work that meet the necessary methodological requirements are approved by the customer as part of the design and estimate documentation.

When applying individual estimated norms and prices, it is not allowed to accrue multiplying coefficients on them, given in Appendix 3 to these Instructions, and to simultaneously account for the costs of energy carriers (electricity, compressed air) for machines using these types of energy carriers, and for machines producing these energy carriers.

1.6. In cases where the FER does not have prices for certain types works performed according to the standards and technology provided for by the prices for repair and construction work, when compiling budget documentation for construction work (non-inventory scaffolding, lowering the basement floor, etc.), it is allowed to apply the corresponding unit prices according to the collections for repair and construction work.

1.7. FER takes into account:

Estimated prices for building materials, products and structures - according to the Federal Collection estimated prices for materials, products and structures used in construction (include average prevailing selling prices and transportation costs in the amount of up to 13% of selling prices, taking into account delivery from the manufacturer's ex-warehouse to the ex-site warehouse of the facility construction, including procurement and storage costs and expenses intermediaries in the field of circulation);

Labor costs of workers, except for those engaged in the management and maintenance of machines, in the context of qualification categories, calculated based on the level of remuneration of workers building complex base area as of January 1, 2000 from district coefficient equal to 1. The hourly wages of construction workers are calculated on a 6-digit grid, based on the wages of a construction worker in the amount of 1,600 rubles per month for the 4th average qualification category with an average monthly number of working hours of 166.25 in accordance with the resolution of the Ministry of Labor of Russia dated 07.02 .2000, No. 2092. The amount of funds for the remuneration of construction workers in prices was adopted on the basis of indicators of labor intensity and the average category of work. Accepted hourly wages by qualification category are shown in Table 1;

Operating costs of domestic construction machines and vehicles, including for payment of a load of workers servicing machines - according to the Federal Collection of Estimated Norms and Prices for the Operation of Construction Machines and Motor Vehicles, taking into account the additions and changes made.

The cost of operating machines takes into account the remuneration of workers servicing the machines, with a regional coefficient equal to 1, and is calculated on a 10-digit grid, in which the remuneration of a worker with an average tariff category of 4.3 is taken in the amount of 1,760 rubles. (Shown in Table 2). The amount of funds for the remuneration of workers operating construction machines, in prices, is calculated based on the indicators of the operating time of the machine and the amount of hourly wages for workers operating machines.

For workers of 7-10 categories who operate powerful and especially complex construction machines, a list of which is given in Table 3.2 of the "Methodological recommendations for determining the amount of funds for wages in contract prices and estimates for construction and wages for workers of construction and installation and repair and construction organizations" (MDS 83-1.99), higher hourly rates are taken into account. In tables 1 and 2 tariff coefficients taken according to table 5.7 of the indicated MDS.

The hourly wages of construction workers and workers operating construction machines include all types of payments and remunerations that are part of the wage fund.

1.8. FER collections do not provide for unit prices for the installation of electrical devices in buildings and structures, including installation of electric lighting networks and electric lighting fixtures in residential and public buildings. The costs for these works should be determined in the estimate documentation for unit prices of the collection of federal unit prices for the installation of equipment FERm-81-02-08-2001 "Electrical installations".

1.9. In some cases, due to the specific conditions production of works, in unit prices do not take into account the costs of operating individual construction machines (driving shields, tubing and block layers, etc.). The procedure for accounting in the estimate documentation for the costs of their operation is established by the technical parts of the relevant FER collections.

1.10. For works, the production technology of which provides for welding of metal structures, rolled metal, steel pipes, sheet metal, embedded parts and other metal products, elemental estimated norms and unit prices are developed from the condition of using carbon steel.

When using stainless steel, a coefficient of 1.15 should be applied to the labor cost and wage rates provided for in unit prices.

1.11. The cost of relocation of construction machines, not included in the composition estimated prices for the operation of construction machines are taken into account in the estimate documentation as a separate line on the basis of calculations that take into account the actual conditions of transportation, installation and dismantling of machines in accordance with the project for the production of works.

In cases where the deviations between the actual costs of relocation of construction machines and mechanisms and the costs provided for by the cost of 1 machine-hour of work of construction machines exceed 10%, the cost of the costs of relocation of construction machines and mechanisms should be taken into account directly in local estimates ah, with the exclusion from the cost of 1 machine-hour of construction machines of the estimated cost of the costs of their relocation.

2. COMPOSITION AND CHARACTERISTICS OF COLLECTIONS OF FEDERAL UNIT PRICES ADJUSTMENT AND SPECIAL CONSTRUCTION WORKS

2.1. FER collections are integral part system of pricing and estimated rationing in construction, operating on the territory of the Russian Federation.

2.2. FER are combined into collections, a list of which is given in Appendix 1 to these Guidelines. Column 5 of the specified application shows the designations of the collections of GESN, on the basis of which the corresponding collections of FER were developed.

2.3. The designation of the number (cipher) of the collections of unit prices (for example: FER 81-02-01-2001) means:

  • FER - federal unit prices for construction work;
  • 81 (first group of numbers) - code of estimated standards;
  • 02 (second group of numbers) - code of collections of federal unit prices for construction work;
  • 01 (third group of numbers) - serial number FER collection;
  • 2001 (fourth group of figures) - the assigned year of issue of the estimated and regulatory framework developed at the price level as of 01/01/2000

2.4. The FER collections contain the technical part, unit price tables and appendices.

The technical part of the FER collections includes the following sections:

1. General testimony;

2. Rules for calculating the scope of work;

3. Coefficients to unit prices.

Coefficients for unit prices of sections 3 of the technical parts of the FER collections take into account changes in the conditions for the production of construction and installation work compared to those provided for in the unit prices of FER collections.

In the appendices to the FER collections, for reference, the estimated prices for the operation of construction machines and the estimated prices for materials, products and structures (in the prices of the base Moscow region as of 01.01.2000) are given for the corresponding unit prices of these collections.

2.5. FER tables (see Appendix 2 for the output table form) contain 8 columns:

Number (code) of the unit price (column 1). Where necessary, column 1 shall include codes of materials whose cost is not included in unit prices;

Name and characteristics of construction works and structures, as well as the name and characteristics of materials not included in the prices and their units of measurement (column 2);

The indicator of direct costs per unit of measurement adopted at the unit rate, including the remuneration of workers, the costs of operating construction machines and vehicles, the costs of building materials, products and structures, rubles (column 3);

Indicator of remuneration of construction workers, rub. (column 4);

Cost indicator for the operation of machines and vehicles - total, rub. (column 5) and separately - the normative indicator of labor costs for workers operating machines, rub. (column 6);

Cost indicator for building materials, construction products, rub. (column 7). Column 7 also contains standard indicators of the consumption of materials (in natural units of measurement) not taken into account by unit prices, or the letter “P” is given, indicating that the brand of material and its consumption are determined by the project. The consumption of these materials in the preparation of estimate documentation should be determined according to design data (working drawings), taking into account hard-to-remove losses and waste associated with the movement of materials from the on-site warehouse to working area and their processing when laying in the case, in accordance with the "Rules for the development and application of standards for hard-to-remove losses and waste materials in construction" (RDS82-202-96), put into effect by the Decree of the Ministry of Construction of Russia dated 08.08.96 No. 18-65;

Indicator of labor costs of construction workers, man-hour (column 8).

2.6. Federal unit rates have a number (code) (column 1 of the unit rate table) that matches the number (code) of the state elemental estimated norms according to the corresponding collections of GESN.

Designation of the number (cipher) of unit prices (for example: 01-01-001-1):

  • the first group of numbers (two characters) - the serial number of the collection of federal unit rates (FER);
  • the second group of numbers (two characters) - the serial number of the section of the collection of federal unit rates (FER);
  • the third group of numbers (three characters) - the serial number of the table in this section of the collection of federal unit prices (FER), coinciding with the serial number of the corresponding table of the collection of GESN;
  • the fourth group of numbers is the serial number of the unit price in this table, corresponding to the serial number of the state elemental estimated norm in the table of the GESN collection.

2.7. Seven-digit code designation building materials, unaccounted for in unit prices, given in column 1 of the table of unit prices (for example: 401-0001):

  • the first digit of the first group of three digits is the part number of the Federal Book of Estimated Prices for building materials, products and structures used in construction;
  • the second two digits of the first group of digits of the code - the number of the section of this part of the Federal Collection of Estimated Prices for Building Materials, Products and Structures Used in Construction;
  • the second group of numbers is the serial number of the material in the section of this part of the Federal Collection of Estimated Prices for Building Materials, Products and Structures Used in Construction.

When preparing estimates, the cost of these materials according to specified grades should be taken according to the Federal Collection of Estimated Prices for Materials, Products and Structures Used in Construction, and in the absence of this material in the nomenclature of the Federal Collection - on the basis of a calculation taking into account documented costs for containers, packaging and props , payment of margins of supply and marketing and intermediary organizations, transport and procurement and storage costs.

2.8. Column 2 of the unit rates "Name and characteristics of construction work and structures" provides the relevant quantitative parameters of construction work and structures, indicating the intervals for the validity of unit rates. At the same time, the words “before”, “from” and “above” are also used as a characteristic of the intervals of action of unit prices.

Parameters of construction work and structures (length, height, area, mass, etc.) given with the word “before” should be understood inclusively, and with the words “from” and “above” - excluding the value of the parameter specified in the characteristics of construction work and designs.

2.9. Column 6 of the unit rates "including the remuneration of workers operating machines" does not include the remuneration of drivers of vehicles (flatbed cars, dump trucks, tractors) used to deliver material resources from the supplier to the on-site warehouse and from the on-site warehouse to the place of work (the zone of action of the crane).

The indicated costs are taken into account in the cost of operating machines in column 5 “total”, which is associated with the construction of the Federal Collection of Estimated Norms and Prices for the Operation of Construction Machines and Motor Vehicles, in Section 40 of which the estimated prices for the operation of motor vehicles are given, including the costs of remuneration of drivers accrued on it overhead costs and estimated profit.

2.10. The unit prices of the collection FER 81-02-29-2001 "Tunnels and subways" take into account the hourly wages of construction workers, adopted in accordance with Table. one.

When compiling estimate documentation for the construction of tunnels, subways, mines and other underground structures at the base price level as of 01/01/2000, using the collection FER81-02-29-2001 "Tunnels and Subways" to the indicators of column 4 of the FER tables (wage construction workers) and column 6 (including wages for workers operating machines) the following coefficients should be applied:

in the production of work on the surface - 1.15;

with an open method of performing work (including track work on the surface) - 1.25.

Indicators of the hourly wages of construction workers, taken into account in the collections FER 81-02-02-2001 "Mining work" and FER 81-02-35-2001 "Mining work", are given in the technical parts of these collections.

3. APPLICATION OF FEDERAL UNIT PRICES WHEN CARRYING OUT CONSTRUCTION WORKS UNDER CONDITIONS DIFFERENT FROM THE PROVIDED FER COLLECTIONS

3.1. FER collections provide for the performance of construction work under normal conditions, not complicated by external factors, at positive air temperatures (both at open construction sites and indoors).

With negative values ​​​​of air temperature (when construction work is carried out both on open construction sites and indoors), the corresponding additional costs are taken into account in accordance with the provisions and norms of the Collection of estimated norms for additional costs in the production of construction and installation works in winter (GSN81-05- 02-2001).

3.2. The cost of work, when the construction organization project (COS) and the work execution project (PPR) provide for their implementation in buildings and structures in operation, near objects that are under electrical voltage dangerous to humans, and on the territory of operating enterprises with an extensive network of transport and engineering communications and cramped conditions for the storage of materials, as well as other complicating conditions during new construction, reconstruction, technical re-equipment and expansion of existing enterprises (buildings, structures), should be determined by applying to the indicators of remuneration of construction workers, the cost of operating machines and vehicles, in including the wages of workers operating construction machines, as well as the labor costs of construction workers, given in columns 4, 5, 6 and 8, respectively, of the tables of unit prices of FER collections, the coefficients given in Appendix 3 to these Instructions.

3.3. The costs of dismantling (dismantling) the structures of buildings and structures are determined according to the collection FER 81-02-46-2001 “Works during the reconstruction of buildings and structures”.

3.3.1. If the collection does not contain the necessary prices for the dismantling (dismantling) of structures, the costs of these works should be taken into account in the estimate documentation for the corresponding unit prices of FER collections for the installation (arrangement) of structures without taking into account the cost of material resources. At the same time, the following coefficients should be applied to the costs and remuneration of construction workers, to the costs of operating construction machines and vehicles:

a) during dismantling (dismantling) of prefabricated concrete and reinforced concrete structures - 0.8;

b) the same, prefabricated wooden structures - 0.8;

c) the same, internal sanitary facilities (water supply, gas pipeline, sewerage, drains, heating, ventilation) - 0.4;

d) the same, external networks of water supply, sewerage, heat supply and gas supply - 0.6;

d) the same metal structures - 0,7.

3.3.2. By agreement between the customer and the contractor, when the FER collections do not provide for unit prices for the installation (arrangement) of structures subject to dismantling (dismantling) according to the project, the dismantling costs may be included in the estimate documentation at individual unit prices developed and approved in accordance with the procedure established by the State Construction Committee of Russia.

3.3.3. Coefficients for the cost of installation of structures, taking into account the costs of their dismantling (dismantling), are established from the condition of dismantling (dismantling) structures in an unsecured state, freed from embedding in walls and other structures, as well as welding or other fastening with other structural elements.

In the presence of fixed structures, additional costs associated with punching and sealing furrows, niches, nests in existing structures into which dismantled structures are embedded, as well as cutting embedded parts or elements of metal structures to which they are welded, should be taken into account additionally in local estimates based on design decisions, or acts of examination.

3.3.4. In cases where, during the dismantling (dismantling) of concrete, reinforced concrete, or metal structures, it becomes necessary to supply scaffolding to support the dismantled (dismantled) structures during their dismantling (dismantling), additional work on the installation and dismantling of supporting scaffolding should be taken into account additionally directly in local estimates.

If it is necessary to dismantle structures, the costs associated with the removal of garbage that take place during the reconstruction of buildings and structures must be taken into account in the manner specified in the Guidelines for the Application of Federal Unit Prices for Repair and Construction Works (FERr).

3.4. When using higher quality window and door products (windows with triple glazing, double-glazed windows, etc.), the installation of which involves their preliminary disassembly (removal of sashes, transoms, etc.) followed by the installation of boxes and hanging elements, the cost of installing such products should be taken at a rate of 10% of their value.

3.5. Work performed during the reconstruction of buildings and structures, similar to technological processes in new construction (including the construction of new structural elements), the cost of which is determined according to the relevant FER collections, except for collection No. 46 "Works during the reconstruction of buildings and structures", can be determined with coefficients of 1 15 to the norms of labor costs and 1.25 to the norms of the operating time of construction machines simultaneously with the coefficients given in Appendix 3 to these instructions.

3.6. FER collections provide for the performance of work using softwood timber (pine, spruce, fir, etc.). When the project provides for the use of hardwood timber, the following coefficients should be applied to the cost indicators for the operation of machines (electrified and pneumatic tools) used for processing timber and provided for by the relevant HPES, to the labor cost standards and wage rates of construction workers:

for timber from larch, birch - 1.1;

for timber from oak, beech, hornbeam, ash - 1.2.

4. ACCOUNTING FOR CONSTRUCTION PECULIARITIES IN THE APPLICATION OF FEDERAL UNIT PRICES

4.1. Federal unit prices take into account the optimal technological and organizational schemes for the production of work, the optimal set (list) of construction machines, vehicles and material resources.

4.2. Federal unit prices are not subject to adjustment, including in cases where:

Standard-size groups of machines and mechanisms are used that are not provided for by the HESN, which do not fundamentally change the technological and organizational schemes for the production of construction and installation works;

Other types and types of machines and mechanisms are used, in comparison with the machines and mechanisms provided for in the collections of HESN, which do not fundamentally change the technological and organizational schemes for the production of construction and installation works;

Imported construction machines are used, while FER adjustment is allowed when the imported machines used have no analogues of domestic production, and the use of imported machines is provided for by the project;

The use of machines is envisaged, but in fact construction work is carried out manually, or with the use of small-scale mechanization;

Other types and types of building materials, products or structures, including imported ones, are used in comparison with those provided for in the HESN collections, which do not fundamentally change the technological and organizational schemes for the production of construction and installation works, do not reduce the quality level of the construction object (except for cases when the replacement of materials for import produced at the request of the customer).

4.3. In unit prices for monolithic reinforced concrete structures, the average consumption of reinforcement is taken into account based on the total mass of all types of reinforcement (frames, meshes, individual rods). If the fittings installed in accordance with the project differ in terms of the class, method and mass of reinforcement from those accepted in the relevant HESN and FER, when preparing the estimate documentation, the steel class and reinforcement consumption should be taken according to the design data with the replacement of unit prices for the cost of reinforcement without adjusting the cost of wages for workers and operating costs of construction machines and vehicles. The exception is cases when, due to hydrogeological or other conditions (construction on soft soils, in seismic areas, etc.) there is an excess of steel consumption under the project by 10% or more in comparison with the consumption provided for by the standards. In such cases, additional labor costs should be taken into account directly in local estimates as a separate line.

4.4. If the project provides for a class of concrete (mortar) and aggregate size that differ from those taken into account by unit prices, the estimate documentation should take into account the difference in their cost indicators without adjusting the cost of workers' wages and the cost of operating construction machines and vehicles.

4.5. In the prices for reconstruction work (FER-46), which provides for punching holes, furrows, nests, niches, as well as dismantling individual structural elements of buildings and structures using jackhammers, their number is given in the norms of the collection No. 46 GESN-2001.

In cases where, for objective reasons (cramped work conditions, the impossibility of installing a compressor near the work site and the need for this to increase hoses, etc.), a smaller number of jackhammers is used in the work compared to the norms of GESN-2001, prices for the corresponding work is subject to recalculation with a decrease in the number of hammers and a corresponding increase in the operating time of the compressor.

4.6. The work of an additional signalman who warns of danger, when the deployment of a signalman is required in accordance with the safety regulations in the course of construction work, is additionally taken into account directly in local estimates.

4.7. With a complex configuration of the building under construction or the tightness of the construction site, when it is impossible to supply building materials to the crane operating area, as a result of which the operation of an additional crane is required, which should be confirmed by the construction organization project, the operating time of the additional crane should be taken into account additionally in local estimates.

4.8. Prices for individual works provide for the supply of mortar to the place of work with one mortar pump. In cases where it is necessary to pump the solution with a second mortar pump, which must be confirmed by the construction organization project, additional costs for the operation of an additional mortar pump should be taken into account directly in local estimates.

4.9. In the FER for monolithic reinforced concrete structures erected in a sliding formwork, the costs of operating the sliding formwork lifting mechanisms are not taken into account. The indicated costs should be taken into account directly when compiling local estimates. The operating time of the sliding formwork lifting mechanisms and additional labor costs should be determined according to the construction organization project data.

4.10. When paying for the work performed, payment for the operation of passenger-and-freight lifts is made regardless of the availability of such, since if the contractor does not install and use passenger-and-freight lifts, he incurs other costs associated with the delivery of people, tools and materials to the height.

4.11. FER does not take into account and must be paid separately for the costs associated with the transportation of parts of external and internal scaffolding from the central warehouse to the object (to the on-site warehouse); from the object to the central warehouse, or to the on-site warehouse of another object. These costs should be taken into account directly in local estimates.

4.12. FER takes into account the cost of electricity and heat, compressed air and water from permanent sources of supply. Upon receipt of the indicated resources for the construction site as a whole or for the performance of certain types of work from mobile sources of supply, the difference in their cost is taken into account directly in local estimates (including the costs of drying buildings, as well as heating buildings in the winter period with electric heaters when receiving electricity from mobile power plants).

4.13. When supplying building materials, products and structures through intermediate storage sites, additional costs associated with loading and unloading operations, transportation of materials and structures, as well as their storage at the transshipment base should be taken into account directly in local estimates based on POS data.

4.14. FER for work with the use of monolithic concrete (reinforced and non-reinforced), as well as mortar, were developed from the condition of delivery of the concrete mixture by dump trucks. On delivery concrete mix Concrete mixer trucks should additionally take into account the costs of the difference in the cost of delivering the concrete mixture by concrete mixer trucks and dump trucks, as well as the additional time the mixer trucks stay at the construction site in order to mix the concrete mixture between batch delivery of concrete. The indicated costs are taken into account directly in local estimates based on PIC data.

4.15. If the contractor has an order to carry out earthworks in the territory allotted for construction, in accordance with the "Instruction on safety measures when performing work in areas of former military operations" to prices for excavation of soil to a depth of up to 2 meters by excavators or bulldozers, and also uprooting of stumps should be applied to the norms and prices by a factor of 1.4.

5. PROCEDURE FOR THE DEVELOPMENT AND APPLICATION OF TERRITORIAL AND SECTORAL UNIT RATES.

5.1. Territorial unit prices (hereinafter referred to as TER) are developed for each territory (region) of the Russian Federation at the price level as of January 1, 2000 and are intended for:

Calculations of the cost of construction products in the formation of investor estimates and preparation of tender documentation;

Determination of the estimated cost of construction work and calculations of completed construction work;

Development of enlarged standards for the estimated cost of price lists for construction work;

Planning and analysis of economic indicators of design decisions and work of construction companies.

Industry Unit Rates (hereinafter referred to as OEP) are developed for an industry (department) and are intended for the purposes indicated above.

5.2. Collections of TER are approved by the administration of the territory (region) in the manner prescribed by it and are subject to mandatory registration with the Gosstroy of Russia.

OER collections are approved by industries (departments) in the manner prescribed by them and are subject to mandatory registration with the Gosstroy of Russia. The use of territorial unit rates of other regions on the territory of a constituent entity of the Russian Federation is not allowed.

5.3. TER (OEP) are developed on the basis of:

State elemental estimated norms for construction work in 2001. Each collection of GESN corresponds to a collection of TER (OER) with the same number and name;

- "Guidelines for the development of unit prices for construction, installation, special construction and repair and construction works";

Territorial (sectoral) collections of estimated prices for materials, products and structures used in construction;

Territorial (sectoral) collections of estimated norms and prices for the operation of construction machines and vehicles;

Labor costs of workers in the context of qualification categories, calculated on the basis of the level of remuneration of workers of the construction complex of a given region (industry) as of January 1, 2000. The hourly wages of construction workers should include all types of payments and remunerations that are part of the wage fund labor.

5.4. On the basis of these federal Directives in the regions, territorial (regional) instructions on the use of TEP are developed and approved in the prescribed manner.

In industries, industry guidelines for the use of OEP are developed and approved in the prescribed manner.

The territorial and sectoral Instructions for the use of TER (OER) must indicate:

The procedure according to which this region(industries) transport costs for building materials, products and structures were determined (as a percentage of selling prices, based on transport cost estimates, etc.);

The procedure in accordance with which in a given region (industry) the estimated prices for building materials, products and structures (zonal, basic with regional coefficients, etc.) were determined, as well as the presence in the indicated estimated prices of margins of supply and marketing and intermediary firms. If the margins of supply and distribution and intermediary firms were not taken into account in the estimated prices for materials, products and structures, when developing the TEP (OEP), the Instructions for the Application of the TEP (OEP) should indicate that these costs should be included directly in local estimates;

The amount of the wage fund, taken into account in the territorial (sectoral) unit prices in base prices ah 2000;

The cost of electricity, heat, steam, water and other resources accounted for by the TEP (OEP);

List of territorial (industry) collections of unit prices for construction and special construction works developed for a given region (industry);

The accepted procedure for accounting for overhead costs and estimated profit in the cost of 1 machine-hour of the operation of motor vehicles (flatbed vehicles, dump trucks, tractor vehicles), bearing in mind that, in accordance with the procedure for constructing section 40 of the collection of estimated norms and prices for the operation of construction machines and motor vehicles, overheads and estimated profits should be included in driver labor costs.

In cases where, when developing the TEP (OEP), overhead costs and estimated profits were not included in the estimated prices for the operation of construction machines and vehicles, a clause should be included in the TEP Application Note (OEP) that these costs should be included directly in local estimates.

The procedure for making certain amendments to the TER (OEP), if necessary.

5.5. In cases where in any region (industry) instructions on the use of TER (OER) were introduced before the release of these Guidelines, the provisions given in them (including the size of the coefficients that take into account complicating factors in the performance of work) and contradicting these Guidelines should be adjusted.

5.6. When compiling the estimate documentation, all the necessary indicators from the TER (OER) are transferred to the estimates without changes, and if changes are necessary, with reference to the relevant paragraphs of the technical parts of the TER collections, and Instructions for the use of TER (OER).

5.7. TER (OER) take into account the full range of costs for construction work, under normal (standard) conditions, at a positive temperature and not complicated by external factors. When performing work in special conditions: tightness, gas contamination, near existing equipment, in areas with specific factors (high mountains, etc.) provided for by the project, as well as in other, more difficult production conditions compared to those provided for in the HESN collections, one should be guided by the rules set forth in section 4 of these Guidelines.

5.8. The procedure established for the development and application of FER, given in sections 2-5 and in appendices 2-3 of these Guidelines, applies to the development of TER and OEP.

5.9. In those regions of the country in which there are no duly approved TEP collections, when compiling budget documentation and calculating completed work, federal unit prices can be applied, taking into account their link to local construction conditions and recalculation in current level prices of consumed resources by applying coefficients that take into account local conditions and indices to move from prices in 2000 to current prices.

5.10. In those departments where OEP collections have not been developed, it is allowed to use collections of territorial unit prices (TER) when building objects in their area of ​​​​operation or collections of federal unit prices (FER) tied to the conditions of construction and supply of material resources, taking into account the features inherent in this industry (and not the region where the object is being built). In methodological terms, the procedure for linking FER to sectoral conditions is identical to the procedure for linking them to territorial conditions.

5.11. The performance of work related to the binding and current indexation of federal unit prices for the regions is carried out, as a rule, by regional pricing authorities in construction, created by decisions of the administrations of the constituent entities of the Russian Federation, with the involvement of specialized design and other organizations.

Binding and current indexation of federal unit rates for sectoral departments is carried out by organizations designated by these departments.

5.12. Territorial (sectoral) coefficients to federal unit prices are developed according to the nomenclature of consolidated types of work (UVR) in relation to the FER collections.

For each WRM, a resource-technological model (RTM) is compiled.

5.13. RTMs are formed according to representative objects, on the basis of local estimates compiled according to FER collections, and the corresponding GESN collections.

In the event that the RTM is based on local estimates compiled according to the collections of prices for construction and special construction work in 1984, 1991, such estimates should be recalculated according to the corresponding prices of the FER collections.

5.14. For each RTM, in accordance with the list and scope of work of the local estimate and on the basis of the collections of GESN, a statement of required resources is compiled in the form No. 1 of Appendix 4.

The names of the types of work (column 3), their units of measurement (column 4) and the quantity (scope of work) for the project (column 6) are transferred to form No. 1 from local estimates.

For each type of work, resources with their codes (column 2), names (column 3), units of measurement (column 4) and consumption (quantity) per unit of measurement of work are issued from the corresponding HPES. Column 6 indicates the total amount of resources, taking into account the scope of work on the project.

At the end of the statement are the final indicators of the consumption of homogeneous resources.

The final average category of work is calculated as a weighted average, taking into account specific gravity labor costs with the corresponding category. For example: the total number of labor costs of workers is 150.6 man-hours, including: 46.7 man-hours (31%) - with a work category of 4.3; 69.28 man-hours (46%) - with a category of 4.2; 34.62 man-hours (23%) - with a category of 3.8.

The average category of work as a whole according to the statement will be:

4.3´0.31 + 4.2´0.46 + 3.8´0.23 = 4.1.

The final indicators of the consumption of machines and materials are determined by summing the indicators for resources with the same names, characteristics and codes.

5.15. The calculation of the coefficients of change in the estimated cost of construction and installation works can be carried out on an aggregate basis, by the main types of construction, as well as by types of construction and special construction works.

Coefficients for the main types of construction are used to develop investor estimates and at the stage of preparing tender documentation for contract bidding.

Correction factors for types of work should be applied at the stage of development of the working design and estimate documentation, as well as when calculating for the work performed.

Columns 1, 2 and 3 are filled in on the basis of the statement of required resources (form No. 1).

The cost of a unit of measurement of materials, taken into account in the FER (column 4), is taken according to the collection of estimated prices for materials, products and structures for the base territorial region - the Moscow Region.

The cost of a unit of measurement of materials for a given region is taken on the basis of territorial collections (catalogs) of estimated prices for materials, and in their absence it is calculated by applying to the estimated cost of materials in 1984 prices the index of their cost increase in the region in prices as of January 01. The calculation of the cost change coefficients is carried out by types of resources (elements of direct costs) and in general by the estimated cost of the corresponding type of work.

5.16. The calculation of the coefficient of conversion of workers' wages is carried out according to form No. 2 of Appendix 4, compiled on the basis of a sample from form No. 1 of the labor costs of workers of the corresponding average work category (columns 1, 2 and 3).

The cost of 1 man-hour in this region (column 5) is calculated based on the statistical indicator of the average monthly wage (payroll) and the average monthly standard working hours according to the Ministry of Labor of Russia in the corresponding year.

To calculate the cost of 1 man-hour of a specific category, the ratio between the costs of 1 man-hour of various categories of work, taken into account in the FER, is used (see Table 1).

The coefficient is calculated by dividing the total in column 7 by the total in column 6.

5.17. The calculation of the conversion factors for the cost of operating machines and the wages of machinists is carried out in accordance with Form No. 3 of Appendix 4.

Columns 1, 2 and 3 are filled in on the basis of the statement of required resources (form No. 1).

The cost of 1 machine-hour, (including the remuneration of machinists), recorded in the FER (column 4), is accepted according to the federal collection of estimated norms and prices for the operation of construction machines and vehicles, put into effect by a decree of the Gosstroy of Russia dated 07.23.2001 No. 86.

The cost of 1 machine-hour in the territorial price level (column 5) is taken according to the territorial collection of estimated norms and prices for the operation of construction machines and vehicles, and in its absence, it is calculated by applying to the estimated cost of 1 machine-hour of each type of machine in prices 1984 index of increase in their value by region in prices as of January 1, 2000.

5.18. The calculation of the conversion factor for the cost of materials is carried out according to the form No. 4 of Appendix 4.2000.

The recalculation index for the cost of materials is calculated by dividing the total in column 7 by the total in column 6.

5.19. The calculation of the conversion factor for the estimated cost of work is carried out in accordance with Form No. 5 of Appendix 4, which is compiled on the basis of data from Forms No. 2, 3 and 4. Overhead costs (columns 2 and 3) are calculated according to the norms for types of work in accordance with Guidelines to determine the amount of overhead costs in construction (MDS 81-4.99, MDS 81-5.99).

Estimated profit(columns 2 and 3) is calculated according to the norms by type of work in accordance with the Guidelines for determining the amount of estimated profit in construction (MDS81-25.2001).

The conversion factor for the whole estimated cost is calculated by dividing the total in column 3 by the total in column 2.

An example of calculating the territorial (industry) coefficient to federal unit prices (FER) is given in Appendix 5.

5.20. The calculation of the territorial (industry) coefficient for the transition from base prices (FER) to the territorial prices of a particular region or to industry prices is carried out in base prices of 2000.

The recalculation of the estimated cost of construction work (transition from the base prices of 2000 to current prices) is carried out using the basic-index method, similar to the indexation of unit prices of 1984 into prices of 2000. At the same time, the transition indices from prices of 2000 to current prices for the available territorial unit prices (TER ) and for federal rates (FER), reduced to the cost of a particular region by applying territorial coefficients, the procedure for determining which is given above, should be the same. Also, the indices of the transition from prices in 2000 to current prices for the existing industry unit prices (OER) and for the federal unit prices (FER) given to the cost indicators of the industry should also be the same.

The use of different indices of conversion to current prices from prices of 2000 for TER (OER) and for FER converted into prices of any region (industry) is not allowed.

6. PROCEDURE FOR SUPPLEMENTING COLLECTIONS OF FEDERAL UNIT PRICES

6.1. Additional FER are developed for newly introduced technologies, construction machines and building materials, as well as for works that are not in GESN-2001, when they are included in the Collections of additions, clarifications and amendments to the Collections of GESN-2001. The newly developed FER are approved and put into operation by the State Construction Committee of Russia.

6.2. The development of additional FER is carried out in accordance with the "Guidelines for the development of unit prices for construction, installation, special construction and repair and construction works", approved by the Decree of the Gosstroy of Russia dated April 2, 1999. No. 30.

6.3. FER for construction work performed with the use of imported construction machines are developed only in cases where the imported machines used have no analogues of domestic production.

6.4. When developing additional unit prices for FER collections, the initial estimated cost indicators are established as of 01/01/2000.

In the absence of data on the cost of certain resources as of 01/01/2000, it is allowed to determine them by dividing the current estimated prices by the indices of this period to the prices as of 01/01/2000.

6.5. The procedure for supplementing the FER established in this section applies to TER and OEP.

6.6. Methodological guidance for the development and addition of FER collections, including coordination and control over their development, is carried out by the Department of Pricing and Estimated Rationing in Construction of the Gosstroy of Russia.

2. Cramped conditions in the built-up part of cities are characterized by the presence of three of the following factors:

Intense urban traffic and pedestrian traffic in the immediate vicinity of the work site, necessitating construction in short blocks with the full completion of all work on the block, including the restoration of destroyed coatings and planting of greenery;

Extensive network of existing underground utilities subject to suspension or relocation;

Residential or industrial buildings, as well as preserved green spaces in the immediate vicinity of the place of work;

Cramped conditions for storing materials or the impossibility of storing them on construction site for the normal provision of materials for jobs;

During the construction of facilities, when the building density of facilities exceeds the norm by 20% or more;

During the construction of facilities, when, in accordance with the requirements of safety regulations, the construction organization project provides for limiting the rotation of the tower crane boom.

3. In the production of construction and other works on open and semi-open sites with harmful working conditions (clause 4.1), expressed in the form of the presence of lead, zinc, mercury, or heavy metal dust, as well as radiation, the size of the coefficients to the norms of labor costs and the norms of the operating time of construction machines and mechanisms should be taken according to p.p. 3.2.1, 3.3.1, 3.4.1, 3.5.1 of this table, and in the presence of constraint - according to paragraphs. 3.2, 3.3, 3.4, 3.5 of this table.

4. Harmful working conditions should also include work in existing healthcare enterprises (tuberculosis dispensaries, leper colonies, etc.), where, in accordance with current legislation, employees of the main production have a reduced working day. In such cases, it is recommended to be guided by paragraphs. 3.2.1-3.5.1, and in the presence of constraint - p.p. 3.2-3.5 of this table.

5. Simultaneous application of several coefficients (with the exception of the coefficients of paragraphs 5, 6, 9.9.1, 9.2) is not recommended. The coefficients indicated in p.p. 5, 6, 9, 9.1 and 9.2 may be used together with other factors.

When applied simultaneously, the coefficients are multiplied.

6. When building facilities in mountainous areas at an altitude of more than 3500 m above sea level, it is recommended to develop individual cost estimates and unit prices.

7. Coefficients given in vp.p. 10.1 ¸ 10.4 , 11.1 , 11.2 are intended for application to indicators of remuneration of construction workers and drivers of construction machines and mechanisms. The indicated coefficients do not apply to the federal unit rates of those collections, their sections or tables in which the amount of funds for wages is set taking into account increased tariff rates when performing work in underground conditions (in accordance with the technical part of the FER collections).

Appendix 3 Recommended coefficients for labor costs, wages for construction workers (taking into account the coefficients for prices from the technical part of the collections), time norms and costs for operating machines (including labor costs and wages for workers servicing machines), for accounting in estimates the influence of the conditions for the production of works provided for by the projects.


Federal unit prices in construction

FER (Federal Unit Rates)- this estimated standards, containing prices for the implementation of individual construction works. These estimated standards regulate expressed in natural form individual elements of direct costs per unit volume of construction work and structural elements: 1. consumption of building materials, 2. labor costs of construction workers, 3. operating time of construction machines.

The norms imply the most progressive, economical design solutions for the methods of work. Estimated norms serve as the basis for determining the estimated cost of a particular type of work, structures and buildings.

Estimated norms are grouped by type of work, degree of aggregation, by purpose and type of construction. By type of construction, they are divided into general construction and special; by the degree of aggregation - for certain types of work and special structural elements, enlarged system standards for the structural parts of the building and individual structures; by appointment - for certain types of work, for temporary buildings and structures, for the performance of work in the winter, for the maintenance of the directorate of enterprises under construction, etc.; by types of construction - for housing and civil, industrial, hydrotechnical, energy, rural, etc.

Building standards of federal significance are developed and established only by the Federal Center for Pricing in Construction and the Building Materials Industry. The use of certain estimated standards depends primarily on the requirements for the standards used by the customer of construction, repair and construction, installation work. In a particular case, the parties (customer and contractor) can agree on contractual rates and then calculate the cost of work based on this. Most often, it is desirable for the customer to use either federal or territorial regulations (if any were issued in this region). Sectoral regulations are applied less often (for example, in the oil and energy industry) and even less frequently are standards developed by a particular organization used.

FER contain a full set of prices for the types of work performed on the territory of the Russian Federation. They are developed at the price level for the 1st base region (Moscow Region), approved and put into effect by the Federal Center for Pricing in Construction and the Building Materials Industry (FCCS). FER are used in all branches of the national economy.

Collections of FER, together with the state elemental estimated norms, form a single state estimated and regulatory framework for the development of a system of enlarged estimated standards.

FER structure

Unit prices, including FERs, are summarized in tables and contain the following indicators for the measure of structures or works adopted in them:

  • labor costs for workers (except for labor costs included in the cost of operating construction machines) as of 01.01.00;

the cost of operating construction machines, including the wages of workers servicing the machines;

  • the cost of materials, products and structures (except for materials, structures and products, the characteristics of which, when drawing up estimates, are taken according to design data);

consumption rates of materials (in natural indicators), the cost of which is not taken into account in the unit price;

  • names and, as a rule, consumption rates of materials, products and structures, the characteristics of which are taken when drawing up estimates according to design data.
