For refusal to buy a VHI policy for foreign citizens, liability is provided in the form of a fine, and in some cases, administrative expulsion from the country and a ban on subsequent entry. This tough position is due to the state's unwillingness to bear the financial burden of responsibility for unforeseen deterioration in health among residents of other countries in Russia. 2017 changes

Law 115 FZ in its article 27 gives the border guard the right not to let a foreigner into Russia without presenting a VHI policy. Moreover, this paragraph does not say anywhere that this applies only to labor migrants... Therefore, tourists should also have a VHI policy for themselves and for the children of foreign citizens.
