Today the meeting was attended by the mother and grandmother of Gadzhiev, who came from Dagestan. While waiting in the corridor, they said that Mukhamedhabib had come to Moscow to earn money, to save money, he bought the simplest phones so that he could choose the most suitable one and sell his own. These telephones, according to the investigation, were supposed to serve for explosive devices (the defense side at the end of the meeting had the opportunity to get acquainted with them). In particular, they talked about filming the detention of workers (according to Hajiyev's testimony, fictitious), where there are traces of torture.

Judge Borisov asked why the defense itself did not demand this evidence.

To this, the lawyer Novikov noted that the defense side repeatedly filed requests for familiarization with material evidence, which was refused. The circumstances of the arrest became known to the defense at the last stage of the process. In addition, a response to the lawyer's request can be received within a month, while the judge has the authority to demand a response to his request within the time period appointed by him.

Public defender Kuryanov indirectly reminded the court that his interests should include a fair trial. Supporting Novikov, he announced that he was asking the court for assistance in obtaining evidence that would affect the course of the entire case. He also stated that the court's refusal to provide such assistance entails a delay in the process.

In conclusion, the court granted the defense's petition to postpone the hearing for the defense to demand evidence, which takes time. This is an understandable decision, given that the investigation of the documents on torture by the UK should take at least a month. He jumped to this position from the post of deputy head of the interdistrict inspection No. 49 in Moscow. When commenting on such a rapid service leap of their colleague, the tax officers used exclusively chess terms: from pawns to queens.

At his "royal post" the former middle peasant launched an unexpectedly violent activity. The management of the control department of the Moscow Federal Tax Service assumes supervision of all interdistrict inspections and control over the conduct of field tax audits. It is noteworthy that among the main activities of this department there is an item on "identifying forms, methods and" schemes "of tax evasion." Combining two leading messages: about a service company and identifying new tax evasion schemes, Hajiyev probably developed a simple but trouble-free service for the heads of Moscow firms: either pay taxes with the maximum possible fines, or pay me, and then at three times less. As the main assistant and intermediary in the transfer of money, Hajiyev attracted an acquaintance from the time of the "turbulent" youth of a lawyer.

The scheme turned out to be simple and convenient. As a result of any scheduled inspections of large enterprises, one can find tax inconsistencies, accounting errors, and even the use of "gray" schemes with one-day firms. It was the "landmark checks" that interested the corrupt official. Using information about violations identified by the subordinate inspectorates, he launched a mechanism for resolving problems with the help of a lawyer.

Some time after the audit, a lawyer appeared in the company, offering his services to reduce the amount of additional tax charges and fines. The documents and figures with which he operated, in addition to the company's management, could only be known to representatives of the tax service. For 10-30% of the amount, the lawyer guaranteed the cancellation or a significant reduction in the size of claims from the tax authorities without transferring the case to the pre-trial audit level. According to the lawyer, Mansur Hajiyev himself, the “gray cardinal of the tax service,” was involved in solving the problem, so there was no need to worry about a “happy outcome”. As an additional argument, he cited as an example the recent history of the audit by the 3rd tax inspectorate of the construction company MSM-1. The company refused to cooperate and decided to achieve a reduction in fines through the courts. As a result, the company incurred large legal costs, lost the trial, paid fines and today suspended its activities in Moscow. The company has suspended wages since November last year, according to posts on job feedback forums.

Recently, a similar situation has arisen in the well-known construction company Krost, which is headed by former employees of the Ministry of Internal Affairs and the FSB. The amount of tax claims was over 100 million rubles. In May 2015, a lawyer came up with a proposal to reduce the amount by three times, but the company's management found the claims unconvincing, and the lawyer's arguments were weak. With the help of old connections from previous work, the management of "Krost" fought off tax attacks, and "Mansurov's bribe" was never paid.

More than once, entrepreneurs tried to put pressure on the head of the control department, Mansur Hajiyev, using connections in federal circles. Such attempts were suppressed by a call from the curator of the Moscow Federal Tax Service from the APS (Apparatus of seconded employees) of the Federal Security Service Andrei Vladimirovich Kononenko. In one of the conversations, the "curator" flaunted the names of high officials of the FSB: Oleg "Fikus" Feoktistov and Ivan Ivanovich Tkachev. Resounding surnames made the position of Hajiyev and Kononenko practically untouchable. Andrei Kononenko has repeatedly stated that he "solves selfishness" to the acting "fighters" of the FSB through his person in the tax office, meaning Mansur Hajiyev.

By the way, the owners of one of the construction companies, which fell victim to the new "service", tried to bargain with Gadzhiev, threatening to expose him in the face of Marina Tretyakova, head of the Federal Tax Service in Moscow. But, as it turned out, Tretyakova, who has been finalizing her last year to retire, has no influence on her subordinate, which Mansur Hajiyev himself admitted more than once in backstage conversations.

According to information from inspection No. 49, which checks the company ALLA LTD., (Buying and selling real estate) Mansur Salikhovich decides on the minimum charges, despite serious multimillion-dollar violations.

Currently, the "gray cardinal" is undergoing another operation, which was successful for him, but deplorable for the budget. The inspection of large enterprises in the sugar industry, carried out by Hajiyev's people, has once again, in our opinion, enriched the "thoughtful worker."

“Today, there is practically no doubt that if the story with the new corruption“ service ”does not get resonance, Mansur Gadzhiev will become the new head of the Moscow Federal Tax Service,” a source in the Russian Federal Tax Service claims. This likelihood is drawn to the attention of the Prosecutor General's Office and the Investigative Committee of the Russian Federation and the author of the letter, a copy of which is at the disposal of the editorial board. In this case, there is no doubt that a new set of additional “services” for Moscow entrepreneurs may soon appear in the “price list” of the Moscow Federal Tax Service. Only these services are unlikely to be as comfortable for them as Mikhail Mishustin assured about it in his time.
