Project "Direct payments"

From July 1, 2017, the implementation of a pilot project of the Fund will begin on the territory of the Altai Territory social insurance RF "Direct payments", which affects all working citizens. From that time on, not employers, but the regional branch of the Social Insurance Fund of the Russian Federation will appoint and pay benefits directly to working citizens of their choice to a personal bank account or by postal order.

The payment scheme will be completely changed the following types benefits:

  • for temporary incapacity for work;
  • for pregnancy and childbirth;
  • when registering with early dates pregnancy;
  • at the birth of a child;
  • for child care;
  • for additional leave to the injured person at work.

The employee draws up an application to the branch of the Altai regional branch of the Social Insurance Fund of the Russian Federation for established form, attach to him the documents necessary for the appointment of benefits and transfer them to his employer. The application specifies the details to which the benefits are transferred (bank account or postal address).
If the employer stops working, including if it is impossible to establish his actual location, the employee can independently submit the application and documents necessary for the appointment and payment of benefits to the regional branch of the Fund.

  • the employee provides the employer with documents confirming the right to pay the corresponding benefit (certificate of incapacity for work, certificate of birth of a child, etc.), draws up an application for payment of benefits in the prescribed form, indicating the details to which benefits will be transferred (bank account or mailing address );
  • in case of termination of activities by the employer and the impossibility of establishing his location, the employee can personally send an application for payment of benefits and the documents necessary for the appointment of benefits to the branch of the Altai regional branch.

Obligations of the employer

  • on a monthly basis, by the 15th day, transfer the entire amount of accrued insurance contributions for compulsory social insurance;
  • accept Required documents from the insured person;
  • assign and pay benefits for the first 3 days of temporary incapacity for work at the expense of own funds(in case of disability due to illness or injury);
  • prepare the documents necessary for the appointment and payment of benefits and send them within 5 calendar days to the branch of the regional branch of the Fund. Insurers with an average number of more than 25 people provide information for the appointment of benefits in electronic form to the branches of the Altai regional branch;
  • an insured with a number of less than 25 people fills out his part of the certificate of incapacity for work (the size of the average wages, data on work experience, etc.), accepts an application from an employee and transmits a package of documents with an inventory to the branch at the place of registration in person or by mail (it is possible to transfer registers similar to large policyholders) within the time frame established by law.

Obligations of the branch of the Altai regional branch:

  • The branch, within 10 calendar days, from the moment of receipt of a complete set of documents or a register of information, makes a decision on the appointment and payment of benefits. The payment of benefits to the employee is made by transferring the benefits to the bank account of the insured person indicated in the application or in the register of information, or through the federal postal organization, or another organization at the request of the insured person.

In accordance with the provisions of Article 4.5 Federal law dated December 29, 2006 No. 255-FZ "On compulsory social insurance in case of temporary disability and in connection with motherhood" (hereinafter - Law No. 255-FZ) persons who voluntarily entered into legal relations on compulsory social insurance in case of temporary disability and in connection with motherhood, pay insurance premiums to the Fund, based on the cost insurance year, defined as the product of the minimum wage (hereinafter - the minimum wage) established by federal law at the beginning fiscal year, for which insurance premiums are paid, and the rate of insurance premiums established by subparagraph 2 of paragraph 2 of Article 425 Tax Code Russian Federation in terms of insurance contributions to the Fund, increased by 12 times.

Based on Article 1 of Federal Law No. 82-FZ of June 19, 2000 "On the Minimum Wage", the minimum wage, as of 01.01.2018, is set at 9,489 rubles.

Hence, cost of the insurance year in2018 year is RUB 3,302.17(9 489 rubles x 2.9% x 12).

Thus, in order to acquire the right to obtain insurance coverage on compulsory social insurance in case of temporary disability and in connection with maternity in 2019, policyholders need until December 31, 2018 pay insurance premiums in the amount of 3 302 rubles. 17 kopecks

On the basis of part 7 of Article 4.5 of Law No. 255-FZ, in the event that a person who voluntarily entered into a legal relationship on compulsory social insurance in case of temporary disability and in connection with maternity did not pay insurance premiums for the corresponding calendar year by December 31 current year, the legal relationship between him and the insurer on compulsory social insurance in case of temporary disability and in connection with motherhood is considered terminated.

As of May 12, 2015, in general, the Altai regional branch received 244 applications from policyholders. Most of the applications and packages of documents have already been verified and received positive funding decisions. In 2014, as of the same date, 225 applications of policyholders were accepted. The funding limit for enterprises and organizations in the region of all forms of ownership this year is 91.066 million rubles.

Branch No. 4, which serves the cities of Slavgorod, Yarovoe, Kamen-na-Obi and 14 administrative districts, received the maximum growth in comparison with other branches this year in terms of attracting enterprises to this state program. “We assess the growth of appropriations positively,” says Viktor Kravtsov, director of branch number 4. “Of course, the specialists and commissioners in the districts will have more work, but the good thing is that enterprises and organizations in our zone will receive more funds for labor protection, as a result, people will have better working conditions, and it will be possible to hope for a decrease in injuries and occupational diseases.”

As of May 12, Branch No. 4 received 44 applications from policyholders for total amount 3.654 million rubles. Last year, as of this date, 25 applications were accepted for the amount of 1.634 million rubles.

One of the positive examples of employers in the Slavgorod zone who apply to the Fund for financing labor protection measures is the agricultural enterprise Slavgorodskoye LLC. Its main activity is the breeding of cattle and the cultivation of grain crops. The total number of employees of the enterprise is 246 people. 67 workers are employed at workplaces with harmful and / or hazardous production factors. Despite this, no accidents have been recorded at the enterprise over the past three years.

Over the past two years, the agricultural enterprise has attracted funding from the Social Insurance Fund to provide preventive measures to reduce occupational injuries and occupational diseases workers.
