PC RIC NCS

Do you invest in construction?
You are not an expert in budgeting?
You do not have time to collect data on the average cost of objects similar to yours for a long time and scrupulously?
You want to be sure that the calculation method you have chosen is correct forecast value construction?
Do you need to know the cost of building a facility if you start construction today, in six months, in a year, and, of course, taking into account official forecast deflator indices?

Then you need PC RIK NCS!

Just a few simple operations in the program will allow you to achieve your desired goal!

PC RIC NCS uses:

  1. "Methodological recommendations for the application of state estimated standards- enlarged construction price standards various kinds objects capital construction for non-industrial purposes and engineering infrastructure" by order of the Ministry regional development Russian Federation dated "04" October 2011 No. 481
  2. Indicators of price indices and inflation forecast until 2030
  3. Aggregated standards for construction prices for 2011 (it is expected that the SC RIK NCS will be updated with standards for 2012).

The calculation of the cost of the object planned for construction includes several stages:

  1. At the first stage, it is recommended to collect initial data on the object. So, its functional purpose, power characteristics are determined ( total area, number of places, length, etc.), dates of commencement and completion of works, region of construction. When applying the standards, regional-economic, regional-climatic, engineering-geological and other conditions of construction are taken into account.
  2. Further, in the RIC NCS program, the relevant standards and necessary coefficients are selected, and the start of construction is determined. The size Money associated with the performance of work and covering costs not included in the standards, it is recommended to determine on the basis of separate calculations. The duration of the construction of facilities is set automatically based on the data of the regulatory framework. The duration of construction can be adjusted by applying coefficients, and also simply changed by the user at his discretion. Changing the start and duration of construction affects the calculation of the deflator index and, consequently, the estimated cost.
  3. The cost of construction is calculated taking into account the deflator index and the output document is printed - the estimate.

Software complex RIC NCS designed to compile normative documentation used to evaluate investment in construction. The program includes the calculation of forecast prices using the deflator index up to 2030. SC RIC NCS is supplied with regulatory bases of 2011 and 2012, which include 16 collections of enlarged standards:

  • residential buildings
  • Administrative buildings
  • Objects of public education
  • Health facilities
  • Sports buildings and facilities
  • Cultural objects
  • Railways
  • Car roads
  • Bridges and overpasses
  • External communication networks
  • outdoor Electricity of the net
  • Outdoor heating networks
  • Water supply and sewerage networks
  • Gas supply networks
  • Small architectural forms
  • landscaping

The cost of the PC RIC NCS with the regulatory bases of 2011 and 2012 is 8260 rubles (including VAT).

In connection with the latest events in the Crimea, the question arises of bringing estimates in construction in line with the pricing rules in construction in the Russian Federation. The Crimean government has no information yet. This is a new market for Russian budget programs. The Russian government is ready to invest considerable funds in Crimea, the question of financial documentation will arise, but Crimea is not ready for this. Not good.

We are contacted budget organizations from Sevastopol and other cities of Crimea: those who are Customers and Contractors. They ask for help in choosing budget programs, because understand that there are many programs on the territory of the Russian Federation and in Moscow and it is very difficult to determine the correct choice. Now each developer is trying to offer his own program to the Clients, and they need to learn everything from scratch. I love any of the programs. It gets to the point where some think about having multiple programs available.

In view of the fact that we have been dealing with all the well-known estimated software systems for preparing estimates in Russia on the principle of "one window" for a long time, we have our own opinion on this matter. As well as experience with Clients in Ukraine who use Russian programs. That's what we'll talk about.

Some fellow estimators are already switching to determining the cost of construction according to Russian standards. Questions arise:

    1. Is it possible to purchase an estimate program from us (Smeta.Ru, Grand estimate, RIC, etc.)?

Client for this moment we are ready to recommend considering three programs: "Grand Estimate", "Smeta.ru" and possibly "RIK". Why exactly? Because, in our opinion, it is the "Grand Estimate" that is most common in most of the regions of Russia, which means that there will be no problems with the databases (namely, with their composition), plus, in addition to everything, this program has the most methodological materials, video courses, forums. We also have a lot of developments in each of the programs, but most of all, again, in the Grand.

You can also say good things about the territorial prevalence of "RIK", its additional plus is that it is the developers of this program who have the right to create new TERs (which are just around the corner! The Ministry of Construction says to make TERs (based on 2014 FERs) by July!).

The advantage of "Smeta.ru" is that the program is still the undisputed leader in the Moscow market. And for those who will work, incl. and with Moscow it will be convenient.
It is perhaps from these three players that you should choose.

By the way, there is an opinion that it is in Sevastopol that they will count according to the TSN-Moscow base. No wonder Sobyanin and the head of Sevastopol Alexei Chaly signed an agreement on cooperation between the cities? ;-) In addition, Sevastopol is now a city of federal significance.

There is another version about the possible use of the TER-Krasnodar Territory base in Crimea.

As for the TER-Crimea base or such, it is a matter of time. Wait and see.

By the way, a new FER-2014 database has been released, you can probably try to count on it until there are no necessary TEPs. And most likely it will.

    2. What kind regulations is part of the complex - are there all the necessary standards for the preparation of estimate documentation? How much does it cost to purchase an estimate complex. I saw in the price list that in addition to the direct price of the complex, there are also other elements of the program. I'm interested in the price in general and what it consists of. I want to compare prices for "Grand-estimate" and Smeta.ru, as well as "RIK"

Accordingly, you need to decide: what bases are needed. Usually this is FER (6,000 rubles), in addition to about 21,000 rubles. (this is the average price of the estimated program) and TER (here you need to look at which ones with indices and price tags.

    • Smeta.ru: 21000 rubles, now there is special version "Smeta.Krym", its price is only 5000 (!) rubles. You can buy the FER-2014 base for it (6000 rubles)

    • Grand estimate: 23,000 rubles.+ FER-2104 base (9000 rubles already with an annual update! This is not included in the cost of other budget programs) = 11500 rubles! You can even get the FER base "loaded". Ask us how. ;-) Now with 50% discount!

    • WinRIK PROF (or RIC): 21500 rub. + FER-2014 base (6000 rubles) = 8800 rub. from May 22, a special price for the budget program for the Crimea.

    • Gosstroysmeta Prof+FSNB 2014: 24000+9000 = 9,000 12,000 rubles. on the action for the Crimea. from 16 June.

    • SmetaWizard+FSNB 2014:9000 rub. on the action for the Crimea.

    • Hector: estimator-builder: 5100 + base FER 2014 (6000 RUB.)

TER (TSNB) Sevastopol - 9800 rubles. in all budget programs, TER of the Crimean river - the price is being specified ...
By the way, a new FER base has been released, you can count on it for now if TERs do not fit.

    3. Please explain to me: What other regulatory documents will I need for optimal work on the preparation of cost estimates? And is it possible to buy them from you? I understand that not yet installed for the Crimea territorial coefficients but I think it's a matter of time. In the meantime, we want to buy this PC and learn how to work on it.

According to the list of additional bases (this happens) or collections, it is better to talk personally - we will ask questions and give recommendations. Actually as well as support in the future.
For example, on drawing up estimates for design and construction work and construction and installation work. What is the most rational purchase in order to quickly adapt to construction industry? Our Clients in Ukraine took almost all of the "Grand Estimate" (there, in addition to everything that is needed for budgeting, there is the possibility of making estimates for the initial level for PIR) - and / or "in addition" to the "PIR" program, it is "sharpened" for budgeting for PIRs.

    4. A serious question is whether there is an opportunity in Estimate Ru or any other opportunity to switch to another estimate program of the Russian Federation (such as the IMD information block in the Ukrainian AVK program) and what other programs can I switch to? Perhaps the Developers' management will give us a discount on Sevastopol).

There is a possibility of a preferential transition from one program to another (both at the expense of the developer - this is rare, but it happens, and sometimes with a discount from us). You also sometimes have to buy the same bases for different programs. So: recently there is preferential licensing budget and regulatory bases or a discount when purchasing a base if it was purchased earlier for another budget program. Not everyone talks about it, because. there are nuances, sometimes it turns out to solve this issue, saving a significant amount.

    5. Until the contract is signed with you and the main version of the program is installed, is it possible for you to work for at least a month to get acquainted with the full version of the program?

Estimated programs have been our strong point for more than 11 years. We are the only company in Russia that deals with all budget programs in a complex. ;-)
If there is a demo version of the program, we will gladly provide it. But the best help in our opinion teaching materials(video courses, manuals) and a "live" program. In most cases, it is paid. But do we offer a money back guarantee? What is the problem? And you can also not buy the entire set of bases, but only the most necessary, having bought it later. What is your budgeting software? Call! Let's pick it up together.
