Chukotka is the most remote region of Russia. At the same time, its potential is incalculable. For their effective use, the “Development Strategy of the Chukotka Autonomous Okrug until 2030” has been developed, which provides for the expansion of industrial development of deposits, the accelerated development of transport and energy infrastructure, as well as attracting investments.

It turns out that the volume of public debt for each resident of Chukotka is 266.9 thousand rubles. And this is despite sky-high reserves of copper, coal, gold and tungsten. Why is the governor of the Chukotka Autonomous Okrug (ChAO) Roman Kopin unable to cope with his duties?

No doctors, no apartments

Before the arrival of the former governor, Roman Abramovich, the region lay in ruins. Northern deliveries became less and less, and arrears in wages and payments increased. Having sat in the governor's chair, the oligarch invested enormous amounts of money in the development of the region.

– Abramovich created a fund that began to deliver food by plane. Every resident of the district was given food packages, and even clothes were given to residents of problem villages, recalls the famous Chukotka journalist Evgeny Rozhkov. “In just a few years, new schools, kindergartens and hospitals were built.

Therefore, when Roman Kopin replaced Roman Abramovich as governor in 2008, the region already had a serious backlog. Now the projects that had been started needed to be supported and developed. Alas, the renaissance of Chukotka did not happen.

The price of one jar of yogurt in Chukotka stores reaches 300 rubles, a dozen eggs costs 200 rubles, a kilogram of bananas costs 500 rubles. Another problem is the high cost of electricity.

According to statistics, 62% of spending regional budgets goes to social needs. Under the influence of the crisis, many regions have already reduced budget expenditures by 10% or more, but social articles saved. Only Mordovia and Chukotka decided to cut spending on education and medicine. Maybe everything is so good in these areas that budgets can be sequestered? If so... Activists of the All-Russian popular front monitored the quality of service medical care in healthcare institutions of Chukotka. The results were not so great. The most important problems: lack of staffing of institutions with specialized specialists, long waits for diagnostic tests, lack of conditions for receiving medical care for persons with disabilities. In hospitals in the urban districts of Pevek and Provideniya, disgusting sanitary and hygienic conditions were recorded.

“We noted a shortage of local therapists and highly specialized doctors—gastroenterologists, endocrinologists, oncologists,” the head of the regional department commented on the inspection. working group ONF "Social Justice" Natalya Noskova.

As for education, the Internet has not yet appeared in many schools in Chukotka. Maybe the regional administration believes that local children are only capable of herding deer?

The situation with the provision of housing, as well as the liquidation of the emergency fund, does not matter. An amazing fact was recorded directly on the website of the Chukotka administration: from 2003 to 2007, 115 families of young professionals – that’s 260 people – received new and improved housing. It's good? Undoubtedly. But in 2008 the process stopped. It turns out that with the arrival of Mr. Kopin? At least there is no reporting on the website.

As a result, a case was opened against the department, State Unitary Enterprise PrJSC Chukotsnab, State Enterprise PrJSC ChukotAVIA, Aviation Corporation Vityaz LLC and Chukotka-Leasing LLC for violation of antimonopoly legislation on grounds of violation of Art. 16 of the Federal Law “On Protection of Competition”. As a result, the FSB Chukotka District opened a criminal case against Chukotsnab, which carried out a purchase worth 300 million rubles with violations. By the way, the general director and owner of 14.5% in Vityaz Aviation Corporation LLC is a certain Sergey Antsiferov. At the same time, anti-corruption fighters call Sergei Antsiferov a possible “wallet” of Governor Kopin. In turn, Chukotka-Leasing LLC is 100% owned by the State Unitary Enterprise Chukotsnab, which is 100% owned by PrJSC.

“Chukotsnab has already been caught committing fraud,” says Konstantin Pronyakin, a member of the ONF from Khabarovsk. – Director of the Avial DV company Yuri Chechurin sent a letter to Governor Kopin, in which he explained what violations he had to face when participating in procurement competitions with the State Unitary Enterprise Chukotsnab. At the same time, the quality of life in Chukotka is not getting better. What is not surprising is that goods are delivered to remote regions by air. The price of one jar of yogurt in Chukotka stores reaches 300 rubles, a dozen eggs costs 200 rubles, a kilogram of bananas costs 500 rubles. Another problem is the high cost of electricity. Today, everywhere a significant part of the costs falls on electricity – 20–40% of the cost of any product. In the gold mining industry of Chukotka, a reduction in energy costs will lead to the fact that it will make sense to develop deposits even with a minimum gold concentration of 1–3 grams per ton. And there are many undeveloped deposits - Chukotka is still very little studied by geologists, no more than 10%! Therefore, the subsoil and mountains of Chukotka are still waiting in the wings. And also, perhaps, a more skillful and efficient governor.

Governor of the Chukotka Autonomous Okrug Roman Kopin gave an exclusive interview to FederalPress as part of the Eastern Economic Forum in Vladivostok. The head of the region spoke about whether Chukotka will become a polymetallic region and how it is better than Australia and North America.

– Roman Valentinovich, how will Chukotka remember the third forum?

– We are actively trying to conclude agreements on the development of subsoil use, energy, and fish processing. Chukotka is a golden region, and now we are doing everything to develop subsoil use. I would like the district not to depend only on gold. So that Chukotka becomes a polymetallic region. We are developing coal projects. All this will help diversify our economy.

Despite the fact that we do not have such rich fish resources as Magadan, Kamchatka, Sakhalin, Chukotka has its own small niche - coastal fishing. We will not have the same volumes as our neighbors, but we will be able to process resources on our own territory. Everyone will benefit from this: both our residents and the Russian consumer. I think we will be able to pamper Russians with Chukchi fish products - we have export opportunities.

We continue to develop clean energy, primarily nuclear generation. We are optimistic about the development of such projects. In 2019, we will install a unique, first in the world, nuclear power plant. This will provide an opportunity for new investment projects to develop.

We have taken an important step - we have signed agreements with Japanese companies on renewable energy. Japan has made great progress in these matters. And this is a promising area for cooperation.

– In Chukotka, people probably don’t want to take a hectare... After all, it’s an Arctic territory.

– There is a twofold situation here. On the one hand, those who want a hectare get it. We are one of the most effective regions in interacting with residents on this issue. On the other hand, objectively we don’t have that many applications – currently about 300. You can look at this differently: for some it’s a lot, for others it’s not enough. But we really shouldn’t forget that Chukotka is an Arctic region. People who come here are clearly aware of what they are in for.

People take land for farming and recreational purposes. They take it local residents and those who left for Moscow or St. Petersburg, but have an idea where the hectare is located.
In general, we have 25 million hectares open for registration. So, hypothetically, we can populate the whole of Chukotka.

– Don’t people flee from a cold region to somewhere warmer?

– We have natural population growth. There is also a small outflow. For our part, we create conditions for comfortable compact living. We replace inefficient enterprises with efficient ones. A year ago, the Ugolnaya mine was closed. This, of course, is negative news for the population. But in parallel, since last year, we opened coal mining within the Beringovsky ASEZ. Some people were built there, and those who wanted were helped to move to the central parts of the country. So a kind of substitution occurs. Again, shift workers come to work with us - there are several thousand of them. They do not live in Chukotka, but they benefit the economy.

– Roman Valentinovich, since we’re talking about TORs. How is Beringovsky developing, is it successful?

– It has been working for a little over a year, and there are already 25 residents. More than 15 billion rubles of investment. The main investment project is coal mining. The first export deliveries have already been made. At the peak of the shaft we produce 150-200 thousand tons. Next year the plan is 600 thousand, and in a year we will reach a million.

This is an interesting situation... Chukotka on a flat map looks like the end of the earth and seems unrealistically far away. In fact, we are much closer to Asian markets than many suppliers. We are two times closer than Australia, three times closer than North America. We are located in a strategically important location, and we are using this potential properly.

– The President gave instructions to develop small aviation in the Far East. In Chukotka, in principle, there are no other options?

- Right. Small aviation is the only option. Such are the geographical and climatic features of the region. The high dispersion of the population leaves no other chances for movement. On dogs, on deer - it takes a long time and sometimes unrealistic.

Our aviation is the most important function- sanitary. Often you need to quickly get to a camp or a remote village. Chukotavia works for us, and we support them in every possible way. At the same time, we make sure that tariffs are affordable for the population. We are working with the frequency of flights so that people do not wait for months for the required flights. In general, we have enough aircraft. But there is a problem of replacing the old park. We use the government program for purchasing aircraft on lease. New DH-6 aircraft appeared - they were purchased by the Rosneft company.

Our neighbors on Sakhalin have a pilot training center. We plan to create with colleagues effective project on personnel exchange.

We will soon receive a new helicopter equipped to operate in Arctic conditions. We will put it into operation as quickly as possible.

– Roman Valentinovich, do tourists come to you?

- They're going. They are interested in local history and fishing. There are points of interest - cruise routes, Wrangel Island - a maternity hospital for polar bears, we have the 180th meridian - a kind of time machine. And anyway, wouldn’t you like to see the Arctic?
