When we say "container sites", we usually mean two groups of objects:

  • platforms specially erected for the transshipment and storage of transport containers;
  • sites where containers for collecting household waste are placed.

Our article will focus on the latter. A container yard for garbage is necessary in any settlement. Therefore, they are quite popular products. Officially, such facilities are called "container sites for the collection of solid waste".

Kinds

When deciding on the placement on their territory of the required number of such objects as container sites, housing and communal services enterprises currently have the opportunity to choose their design. This is due to the fact that manufacturers offer various technical solutions the latter. The customer can make a choice based on a number of criteria, such as:

  • type (open and closed);
  • size (to accommodate two or more containers for collecting solid waste);
  • the possibility of placing an additional hopper - storage;

Installation technology and main characteristics

The arrangement of container sites of various types, in principle, is not too different. They are all standard sizes and configurations. As a rule, any of them can be installed both on the ground and on a specially prepared (asphalted or concreted) area. Most often, the structure is fixed by welding its frame to anchors driven into the ground (asphalt).

Basically, container platforms are arranged as follows: a frame made of 40x20 or 50x25 mm, on which sheets of galvanized corrugated board are sewn, supplemented in some structures with a metal mesh, having 50x50 cells. Another commonly used material is polycarbonate.

Manufacturers complete container platforms equipped with doors with various decorative elements and rubber aprons at the bottom of the latter. The presence of doors favorably distinguishes sites of this type. They look more aesthetically pleasing and fit well into the courtyard interior. Their contents are not scattered by wind, animals, birds and rodents. Such structures are fire safe.

At the request of the customer, manufacturers can make the mentioned structure of non-standard sizes and configurations.

Waste collection containers used at the sites are made of various materials and, depending on the type of special equipment used for the removal of solid waste, can be equipped with rollers (roll-out containers) or not.

In recent years, buried containers are becoming more common - they have an increased capacity compared to conventional ones and require much less space for their installation. The design of the latter ensures the safety of garbage in the container for solid waste, so that garbage does not spread throughout the yard.

Another innovation, which is currently being equipped with container sites, is the installation of awnings over the site. They protect containers from moisture penetration, and also perform functions of an aesthetic order, blocking the view of the latter from the upper floors of nearby residential buildings.

Article 14. Reservation of the right of residents of the city of Moscow to be registered with housing

Article 15. Removal of residents of the city of Moscow from housing registration

1. Residents of the city of Moscow are removed from the housing register: 1) in case of departure for permanent residence outside the city of Moscow; 2) upon a change in the living conditions of residents of the city of Moscow, recognized as needing to improve their living conditions, as a result of which the grounds for the granting of residential premises for use or acquisition of ownership with the help of the city of Moscow have disappeared; 3) in case of loss of grounds for obtaining residential premises under a social lease agreement or free use by residents of the city of Moscow, recognized as needing residential premises; 4) when transferring, in the established manner, a gratuitous subsidy for the acquisition of ownership or construction of residential premises for the purpose of acquiring it into ownership to the individual blocked target account of a citizen; 5) if the authorized executive authorities of the city of Moscow identify information that does not correspond to those specified in the application, as well as in the documents submitted by the applicant; 6) when authorized executive bodies of the city of Moscow identify cases of illegal actions officials when registering for housing, which led to the unjustified acceptance of citizens for housing registration; 7) when served in authorized bodies the executive power of the city of Moscow, a personal application for deregistration or refusal to improve housing conditions or provide housing in accordance with part 4 of Article 21 of this Law; 8) in other cases stipulated by federal legislation and the legislation of the city of Moscow.

2. The decision to remove the residents of the city of Moscow from the housing register shall be made by the authorized executive bodies of the city of Moscow no later than 30 working days from the date of revealing the circumstances that are the basis for making this decision.

3. The authorized executive bodies of the city of Moscow inform the applicant about the decision taken in writing by sending a notice by mail no later than three working days from the date of such a decision. The applicant can receive a copy of the decision to deregister the housing register no later than 10 working days from the date of direct appeal to the authorized executive authorities of the city of Moscow.

4. The decision to remove the residents of the city of Moscow from the housing register may be appealed in accordance with the established procedure in the higher executive bodies of the city of Moscow or in court.

Article 16. The procedure for maintaining housing records and re-registration of residents of the city of Moscow, accepted for housing registration

1. Maintenance of housing records and re-registration of residents of the city of Moscow included in the list of those accepted for housing registration shall be carried out by authorized executive bodies of the city of Moscow.

2. The procedure for maintaining housing registration documents constituting the registration file shall be determined by the authorized executive authorities of the city of Moscow, performing the functions specified in part 1 of this article.

3. At least once every five years, the authorized executive authorities of the city of Moscow re-register residents of the city of Moscow included in the list of those accepted for housing registration. The information obtained during the checks is included in the accounting file.

4. Re-registration is carried out without the participation of the applicant by requesting documents from the relevant organizations and, if necessary, from citizens in order to fully confirm the conditions that served as the basis for accepting citizens for housing registration.

5. If during the re-registration of residents of the city of Moscow, which are subject to deregistration, are identified, the authorized executive authorities of the city of Moscow make decisions to deregister them from the housing register in accordance with Article 15 of this Law.

6. Immediately prior to making a decision on the granting of residential premises for use or acquisition of ownership with the help of the city of Moscow, as well as at least a year before the planned adoption of such a decision, the authorized executive authorities of the city of Moscow fully verify the grounds allowing residents of the city of Moscow be registered with housing and give them the right to receive for use or acquire ownership of residential premises with the help of the city of Moscow.

Containers and storage bins are used in places where solid waste is discharged. To collect solid waste on the territory of residential buildings, containers are used, their sizes vary from 0.5 to 1.1 m³, depending on needs.

Types of containers for waste collection

Waste waste is collected in bins, containers and storage bins. At the sites for collecting solid waste, the last two items are usually used, ranging in size from 0.5 to 1.1 cubic meters. They must have the following characteristics:

Features of operation

The containers must be at least 20 meters away from children's play areas, sports fields and residential buildings, the maximum distance is 100 meters. According to sanitary requirements, the sites are equipped with special signs with a note that they are used for collecting waste.

Unfortunately, while there are no such enterprises in Russia, there is no special sense in this, except for teaching the population to sort waste.

V developed countries there are two types of waste collection systems. The first involves lowering containers under the ground on a special platform. Only garbage receptacles remain on the surface, which look quite aesthetically pleasing. In the second system, the receiver and the waste tank are interconnected, they are distinguished by their large capacity and absolute tightness. Garbage in such storage is automatically compressed. There are models that run on solar panels, which significantly saves energy consumption.

In Russia, they are also beginning to install underground containers, but due to the high cost and legal barriers, it is too early to talk about the massive replacement of outdated tanks.

The latest development is vacuum waste chutes. They are based on the principle of pneumatic mail: waste is compressed in containers and flies off to a storage facility, from where it is taken to landfills or processing plants. Such a system can be connected to all waste bins in the area. In addition, it can work with existing garbage chutes in homes. The main disadvantage of the vacuum system is the high cost of installing it (about 50 million rubles for 10 thousand apartments).

This method of waste collection is becoming more widespread in the world. It has already been adopted by Scandinavia, Spain and rich Arab countries; design work is taking place in China. You can find the pneumatic system in some elite residential complexes Moscow. But we are not talking about its mass implementation in Russia yet. RULES OF MAINTENANCE OF CONTAINER SITES FOR MSW AND KGM IN THE TERRITORY OF MUNICIPAL EDUCATION "CITY OF ELECTROCOOL OF THE MOSCOW REGION"

1. General Provisions.

1.1. These Rules for the maintenance of container sites on the territory of the urban settlement of Elektrougli (hereinafter referred to as the Rules) are adopted in accordance with the Housing Code of the Russian Federation, Federal law N 131-FZ "On general principles of organizing local self-government in the Russian Federation", the Law of the Moscow Region of 30.11.2004 N 161/2004-OZ "On state administrative and technical supervision and administrative responsibility for violations in the field of improvement, maintenance of facilities and work on the territory of the Moscow region ", the Charter of the municipal formation" City of Elektrougli of the Moscow region ", the decree of the Government of the Russian Federation of 13.08.2006 N 491" On approval of the Rules for the maintenance of common property in an apartment building and the rules for changing the amount of payment for the services and performance of work on the management, maintenance and repair of common property in an apartment building of inadequate quality and (or) with interruptions exceeding the established duration " N 4690-88).

1.2. The rules establish the procedure for maintaining container sites on the territory of the municipal entity "City of Elektrougli, Moscow Region".

1.3. These Rules are binding on all individuals and legal entities, regardless of their organizational and legal forms, on the territory of the municipal formation "City of Elektrougli, Moscow Region".

1.4. The regulation is valid throughout the territory of the municipal formation "City of Elektrougli, Moscow Region".

2. The following basic concepts are used in the Regulation:

2.1. Customers - organizations, enterprises, institutions, regardless of their organizational and legal form and individuals that have entered into a contract for the performance earthworks and organizing their implementation on their own (as a contractor) or with the involvement of third parties - contractors.

2.2. Contractors - organizations, enterprises, institutions, regardless of their organizational and legal form, and individuals performing earthworks.

2.3. Container site is a specially equipped site for the collection and temporary storage of production and consumption waste with the installation of the required number of containers.

2.4. Temporary waste storage sites - container site, containers intended for collection of solid household waste.

2.5. Waste producer - physical or entity that generates waste as a result of its activities.

2.6. Solid household waste (MSW) - small household waste of production and consumption, generated as a result of the life of the population.

2.7. Bulky waste (KGM) - production waste, economic activity and consumptions that have lost their consumer properties, with dimensions of more than 75 cm on each side (including furniture, household appliances, containers and packaging from household appliances, plumbing items, etc.).

2.8. Container - a standard container for collecting solid waste, metal or plastic, with a lid (s) or without a lid, with a volume of up to 6 cubic meters. m inclusive.

2.9. Storage container - a roll-out container with a lid, adapted for mechanized unloading of household waste into a container and from a container to a garbage truck.

2.10. Bunker - a standard container for collecting solid waste or KGM with a volume of over 6 cubic meters. m.

3. Functional powers of legal entities and individuals to maintain container sites on the territory of the urban settlement of Elektrougli.

3.1. The administration of the urban settlement of Elektrougli exercises control over the maintenance of container sites on the territory of the urban settlement of Elektrougli.

Under the head of the settlement, commissions may be created to control the maintenance of container sites on the territory of the settlement.

3.2. The administration of the urban settlement of Elektrougli determines the belonging of container sites to apartment buildings and organizes the activities of legal entities and individuals for the maintenance of container sites, performs other functions.

3.3. Specialized organizations with which a contract for garbage disposal has been concluded are responsible for the removal of solid waste and KGM from the container site and cleaning the container site.

3.4. The participation of other bodies in resolving issues of maintaining container sites on the territory of the urban settlement of Elektrougli is carried out within the competence established by the legislation of the Russian Federation.

4.1. The requirements of this section apply to all container sites located within the city settlement of Elektrougli, regardless of the type of property and belonging to an apartment building.

4.2. The sanitary arrangement of the settlement is carried out by carrying out measures to ensure the fulfillment of the requirements of the Sanitary Rules for the Maintenance of the Territories of Populated Areas (SanPiN 42-128-4690-88).

4.3. Managing organizations, HOAs carrying out in established by law order collection financial resources for the maintenance of common property, collection and removal of garbage, must ensure the maintenance of container sites and their structural elements in good condition, ensure the proper operation of container sites, carry out routine and major repairs.

4.4. Managing organizations, homeowners' associations, which, in accordance with the procedure established by law, collect funds for the maintenance of common household property and collect and remove garbage, are obliged to maintain and clean up the territory adjacent to the container site, the boundaries of which are determined on the basis of data from the state cadastral registration, in the absence of data from the state cadastral accounting for the border land plot are considered at least 15 meters from the container site, agreed with the administration of the urban settlement of Elektrougli.

5. Cleaning of container sites from solid household waste and bulky waste.

5.1. To organize the cleaning of the territory of the urban settlement of Elektrougli from solid waste and KGM, the administration of the settlement issues a permit for the installation of container sites for the collection of solid waste and sites for collecting KGM (agrees on their location).

5.2. The organization of waste collection and disposal is provided by specialized contractors carrying out this type of activity.

5.3. Waste generators - individuals, enterprises, organizations, institutions, regardless of the form of ownership, located in the territory of the settlement, conclude contracts for the removal of waste with specialized contractors that carry out this type of activity:

5.3.1. On the territory of complexes of small retail trade objects (mini-markets, shopping complexes with an area of ​​more than 50 sq. M.) - users of the land plot provided for the complex of small retail trade objects.

5.3.2. On the lands common use- Administration of the urban settlement of Elektrougli.

5.3.3. On the adjoining territories- management companies and homeowners associations.

5.3.4. In horticultural, vegetable gardening and dacha non-profit associations of citizens, garage-building cooperatives - the chairmen of the respective cooperatives.

5.3.5. On the construction sites- the customer of construction works.

5.4. For the collection of solid waste, standard containers should be used that provide mechanized unloading of household waste and equipped with a lid (s). Operation of containers in emergency condition is not allowed.

5.5. Containers and storage bins must be kept in a technically sound condition, painted and marked with an indication of the owner of the territory, an economic entity carrying out garbage collection. A garbage collection schedule must be posted on the container site indicating the name and contact phones economic entity carrying out the export.

5.6. V housing stock equipped with garbage chutes, storage containers can be used.

5.7. Containers should be installed on dedicated hard-surfaced areas. The sites should be removed from residential buildings at a distance of at least 20 m and no more than 100 m. The size of the sites should be calculated for the required number of containers. Installation of containers is carried out after agreement with the administration of the urban settlement of Elektrougli.

It is forbidden to install containers and bins for waste collection on the carriageway of roads, streets and lawns.

5.8. Control over the operation of containers and the creation of temporary storage sites for solid waste is provided by the administration of the urban settlement of Elektrougli.

5.9. Container sites for solid waste are carried out at the same level as the access road, or they must have a ramp that allows the container to be installed on the site. The site should be fenced on three sides with a curb stone 15-25 cm high, excluding the possibility of the container rolling to the side, and (or) other fencing with a height of at least 1.5 m. work of attachments.

5.10. Entrances and approaches to container sites should be illuminated.

5.11. It is advisable to locate areas for collecting KGM next to areas for collecting solid waste. The site for collecting KGM must have a hard surface and be fenced on three sides with a curb stone 15-25 cm high and (or) another fence with a height of at least 1.5 m.

5.12. Free access should be provided to the SDW and KGM collection sites around the clock.

5.13. The number and capacity of containers should be determined on the basis of the accumulation rates for the removal of household waste. The estimated volume of containers should correspond to the actual accumulation of waste during the period of their greatest formation with a safety factor of 1.2.

5.14. The operation of overflow containers is prohibited. If overflows occur, increase the number of containers installed.

5.15. Garbage generated during unloading from containers to a garbage truck must be cleaned by the organization that carries out the removal of solid waste. The rest of the time, cleanliness at the container site is maintained managing organization, Homeowners' associations, carrying out in the manner prescribed by law, the collection of funds for the maintenance of common house property and the collection and removal of garbage, and (or) the operating organization. Container yards should be cleaned daily.

5.17. When commissioning a new facility capital construction the developer is obliged, in agreement with the administration of the urban settlement, to organize new container sites for the collection of solid waste and KGM or to ensure the installation of additional containers at already existing container sites.

5.18. In summer, containers for solid waste are subject to disinfection at intervals of 2 times a month.

5.19. It is forbidden to store bulky and construction waste, foliage, branches in containers.
