“I think that the MTPL reform has taken place. ... However, a problem remains - this is the bonus-malus coefficient (BMR), and we are working on it now. ... In addition, a trend that has emerged during the current crisis is the emergence of a large number of fake policies," - reported Executive Director RSA Evgeny Ufimtsev on Tuesday as part of an online conference.

However, Ufimtsev noted that if a year ago it was a large number of complaints about the availability of services, inadequacy of payments, imposition additional services and other things, now it has practically disappeared. "In any case, according to the same Central Bank, FAS, and we have the same statistics, now the situation has improved significantly. The quality of the service itself has become higher,” he emphasized.

According to RSA, now in Russia there are about 2–2.5% of fake MTPL policies (about one million policies).

“We are a little scared and upset that a person knows that the policy is fake and deliberately buys it,” Ufimtsev commented, recalling that purchasing fake policies threatens car owners with unnecessary expenses in the form of a traffic police fine (800 rubles) and paying out of pocket for car repairs the injured party.

E-POLICY OSAGO: POPULARITY IS GROWING

As for the MTPL e-policy project, according to RSA, the start of the second stage of the sale of electronic auto insurance policies from October 1, 2015 gave impetus to the growth in popularity of the service.

From October 1, Russian motorists can enter into a new MTPL agreement via the Internet by issuing an electronic policy (e-policy). Previously, from July 1, 2015, this was only possible with an extension already current agreement compulsory car insurance. According to RSA data, since the start of the project, more than 10.8 thousand MTPL e-policies have been sold. Since October 1, about 2.5 thousand e-policies have been in force, of which 1.5 are new policies. “Thus, we can state: if before October 1, an average of about 100 policies were sold per day, now this figure exceeds the mark of 300 policies and there is an upward trend from day to day,” comments the president of the All-Russian Union of Insurers (VSU) and RSA Igor Yurgens.

Unscrupulous agent or employee of an insurance company

Even if you receive the maximum discount, you should not think that it is given forever without any conditions. The fact is that some of them may enter information at the wrong time or forget about it, there may also be problems with loading the system, and so on. Therefore, it is better to play it safe and personally bring a document proving that you have a certain coefficient, so that it is not “accidentally” reset to zero.

Features of discounts

Until recently, a discount for accident-free driving was assigned to a specific car. When selling it and buying a new one, the driver had to start his insurance history again.
