The government is resuming support for mortgage borrowers in difficult financial situations. Formally, assistance is provided for ruble and foreign currency loans, but mainly foreign currency borrowers will be able to use it

The government published on the official website the terms of the renewed aid program mortgage borrowers in difficult financial circumstances. As follows from the government decree, the updated program, which allows citizens to receive assistance from the state, will be tougher than the previous one. The key change is that although the formally updated program is valid for both ruble and foreign currency loans, in fact, only foreign currency mortgage borrowers and people who have loans in rubles, but with a variable rate, fall under it.

The total volume of the updated program is 2 billion rubles, the document says. Its extension will allow the restructuring of at least 1.3 thous. mortgage loans, indicated on the government website. Initially, the program provided for the restructuring of ruble and foreign currency mortgage loans at a rate not exceeding 12% per annum and compensation for part of the monthly payment (but not more than 1.5 million rubles in total). Previously, the approach would have been different.   3. The current payment is reduced to 50% for up to one and a half years. In this case, the unpaid amount is carried over to subsequent periods.
  4. The client's financial liabilities are reduced by 10% of the balance of the debt, but not more than 600,000 rubles.
  5. The bank does not charge the client for restructuring.

The choice of the restructuring option depends on the specific terms of the agreement: loan currency, duration, etc. The lender is not obliged to write off the fines and penalties accrued for the delay to the client, however, he can do this at his own request.

Government Decision 373

On April 20, 2015, the Government Resolution No. 373 became valid. According to this document, certain categories of borrowers have received the right to loans in national or foreign currency. This includes such cases:

  • family income decreased by more than 30%;
  • due to the depreciation of the ruble, loan installments in foreign currency increased by more than 30%.

Restructuring in this case involves the following adjustments to the terms of the agreement:

  • reduction of the current contribution for a period not exceeding 1 year;
  • partial write-off of the body of the debt;

When restructuring mortgage loans for creditor banks, there is a possibility of returning part of the unearned profit within 6-12 months. For one loan, the allowable return limit is 10% of the loan balance, but not more than 600 thousand rubles.
