When running an e-commerce business, situations sometimes arise when it is necessary to cancel a payment and fully or partially return the money to the buyer. Situations can be completely different: in one case, the seller can independently initiate a refund, in another case, the buyer can exercise the right to return the goods in accordance with the Law on the Protection of Consumer Rights of the Republic of Belarus.

Usually, electronic commerce involves remote payment for a product or service, which is very convenient for both parties. That is, without a personal meeting between the seller and the buyer. Moreover, the seller and buyer may live not just in different cities, but in different countries or even on different continents. And therefore, canceling an online payment and returning money should be clear to both parties.

If you accepted a payment by bank card via the Internet

In this case, canceling the online payment and returning the money to your buyer is usually done from the office that is provided to you by the processor company servicing your payments. If we look at bePaid as an example, our service provides 2 options for canceling a payment:

1. The seller enters his office, finds the required payment (transaction), clicks the “Return Funds” button, enters the amount and marks the reason for the return. This process only takes a couple of minutes.

2. The seller sends a request from his system. Our system picks it up and sends it to the bank. Typically, this option is used by very large sellers with a large volume of payments. Such online stores integrate their systems with the bePaid system and use them to manage their payments without entering the processor’s office.

What happens when you cancel a payment in the system and give the command to return the money to the buyer?

The acquiring bank receives your order and returns the money to the buyer to the card from which the funds were previously debited. And it doesn’t matter what country your buyer is in or what currency his bank card is in.

How quickly is the money returned to the buyer's card?

If the payment was canceled on the day the goods were paid for, the acquiring bank returns the money to the buyer within one banking day. In other cases, the money is returned to the buyer within the time period established by the acquiring bank, usually not exceeding thirty banking days. From practice, for example, Belarusbank makes refunds within two to ten banking days.

The acquiring bank usually returns its full commission to the merchant. This point must be discussed with the electronic payment processor when concluding an agreement.

If you accepted a payment through the ERIP system, then returning the money to the buyer is not as simple a task as in the first case. Through the ERIP system, cancel the payment and return the money to the buyer in automatic mode basically impossible. You don't know how your customer paid you for the product or service. You only see the result that your client paid you through ERIP.

If in Internet acquiring payment is made only using bank card, then through ERIP your buyer can pay you both in cash through the cash register and by non-cash payment through Internet banking or mobile bank and other available methods.

Therefore, all returns to customers are made through your accounting department, in accordance with your internal processes and Belarusian legislation. Neither ERIP nor the company servicing your payments in ERIP (ERIP information aggregator, such as bePaid) knows about this and does not take any part in the return.

Is the commission returned to the online seller?

Commission on accepted payments through ERIP is not refundable.

The buyer should read about the refund procedure on your website

Belarusian legislation and payment rules VISA systems, MasterCard, BELKART in mandatory require that the online seller familiarize the buyer with its procedure for returning money for a paid product or service.

To do this, you need to supplement your website with information under what circumstances the buyer has the right to refuse an already paid product or service, and how the order is returned and money is returned.

If payment cancellation is not possible for any goods or services within current legislation, be sure to indicate this fact. Information should be as complete as possible, without ambiguous reading.

It is recommended to create such a section on your website as a separate page or on the “Payment” page. Moreover, if you provide the buyer with the opportunity to confirm agreement with the proposed terms before paying for the order (for example, a checkbox “I have read and accept the terms of cancellation and return of purchase”), then you will prevent controversial issues for a refund, if any.

Sincerely,

Minsk resident Viktor topped up his card and indicated the wrong number in the account number. When the man contacted the bank, he learned that he could not return the money - the bank is not responsible for voluntary transfers. The situation was resolved successfully: the recipient himself agreed to give the extra amount. the site found out the details of the story and learned how not to get into trouble in such a situation.

“The amount could be ten times more”

“When I contacted the bank with this problem, I heard the following: “You voluntarily transferred money to someone else’s card, and we are not responsible for this.” The bank promised to contact the person to whom I accidentally credited the funds, but warned: if he refuses to return them, the money is gone,” says Victor.

They tried to resolve the situation within 15 days.

— Bank representatives called and found out the details. The fact is that in the application he indicated “when transferring to another card, I may have made a mistake in the number in the card number.” They were not entirely clear what the word “possible” meant. Perhaps I was wrong? But I can’t find out the number of the card to which I transferred the money, since it is encrypted. Maybe he transferred money to the desired card, but they got stuck somewhere. To find out where they were, I contacted the bank.

Bank representatives contacted the person to whom Victor accidentally transferred money. They refused to give his details to the man, citing security and confidentiality.

— In the end, everything ended well, the money was returned to me by the person to whom I transferred the money. But the very fact that we are not protected from such an error is terrifying. I transferred 144 rubles, but the amount could have been ten times more. In addition, how does the victim find out that the other person refused to return the money. After all, the bank can take away accidentally transferred funds from the recipient and keep them for itself.

Bank: “When making transfers, we act only as an intermediary”

MTBank commented on how to act in similar situations in which Victor found himself.

— We carefully and in detail consider every case of an erroneous transfer that a bank client applies to. But it is worth noting that when making transfers, the bank only acts as an intermediary between the sender and the recipient of the money. Therefore, the bank’s assistance to the client in returning erroneously but completely legally transferred funds is not always possible,” notes MTBank, through which Victor transferred the money.

The bank says that in case of an erroneous transfer, the client needs to report the situation to his issuing bank, indicating all possible details (day and time of transfer, amount, sender details) and write a statement. If the recipient of the money is a client of the bank, then the bank can independently contact him and “with the consent of the beneficiary, facilitate the return of funds.”

— In a situation where the beneficiary is a client of another bank and it is not possible to identify the owner of the account, the bank can contact the bank issuing the card of the recipient of the funds to resolve the situation. In response, the beneficiary’s bank can either facilitate the return of the money or report the reasons preventing this, experts note.

If there is no consent from the recipient (recipient's issuing bank) of the transfer to return the money, the sender may contact law enforcement agencies for legal proceedings.
