RESOLUTION OF THE NATIONAL STATISTICAL COMMITTEE OF THE REPUBLIC OF BELARUS

On approval of the state form statistical reporting 1-p (in kind) "Production report industrial products(providing industrial services)" and instructions for filling it out

3. Extend the state statistical reporting form specified in paragraph 1 of this resolution to legal entities (except for small businesses listed in part two of paragraph 1 of the Instructions for filling out the state statistical reporting form 1-p (in kind) “Report on the production of industrial products (provision of services industrial nature)", approved by this resolution, and peasant (farm) farms), separate divisions of legal entities having a separate balance sheet, carrying out the following types economic activity: mining industry; manufacturing industry; supply of electricity, gas, steam, hot water and air conditioning; water supply; collection, processing and disposal of waste, pollution control activities.

4. Recognize as invalid the resolution of the National Statistical Committee of the Republic of Belarus dated August 3, 2015 No. 86 “On approval of the state statistical reporting form 1-p (in kind) “Report on the production of industrial products (provision of industrial services)” and instructions for its completion "(National Legal Internet Portal of the Republic of Belarus, November 20, 2015, 7/3298).

5. This resolution comes into force fifteen working days after its signing.

CHAPTER 1
GENERAL PROVISIONS

1. State statistical reporting in the form
1-p (in kind) “Report on the production of industrial products (provision of industrial services)” (hereinafter referred to as the report) is submitted by legal entities, separate divisions of legal entities that have a separate balance sheet, carrying out the following types of economic activities: mining, manufacturing, manufacturing and distribution of electricity, gas and water (hereinafter, unless otherwise specified - organizations).

The report is not submitted:

microorganizations;

small organizations, with the exception of organizations subordinate (part of) government agencies(organizations), as well as organizations, shares (shares in authorized funds) which are in state property and transferred to the management of government bodies (organizations);

peasant (farm) farms.

2. Legal entities, separate divisions of legal entities that have a separate balance sheet, draw up a report, including data on the divisions included in their structure located on the same territory (regional district, city of regional subordination, Minsk city).

Legal entities, separate divisions of legal entities that have a separate balance sheet, the structure of which includes divisions located in another territory, draw up a report for each of them.

3. The report is presented by the organization in the form electronic document via the global computer network Internet or on paper.

A necessary condition for submitting a report in the form of an electronic document is that the organization has electronic means digital signature, received upon registration as a subscriber of the certification center of the republican unitary enterprise "Information and Publishing Center for Taxes and Duties" or a subscriber of the republican certification center State system management of public keys for verifying the electronic digital signature of the Republic of Belarus of the republican unitary enterprise " National Center electronic services".

Submission of the report in the form of an electronic document is carried out using specialized software, which is posted along with the necessary instructional materials for its deployment and use on the official website of the National Statistical Committee of the Republic of Belarus on the global computer network Internet http://www. Belstat. .

The organization submits a report on paper to the state statistics body at the place of its actual location by mail or courier.

Organizations that have divisions within their structure that do not have a separate balance sheet, located in another territory, submit a report on paper to the state statistics body at the location of these structural divisions (or the structural divisions themselves that do not have a separate balance sheet are authorized to do so in the prescribed manner , at the place of its actual location).

4. The report is filled out on the basis of data from primary accounting and other documents used in organizations (invoices, waybills, delivery notes, cards warehouse accounting, shipping specifications and others).

5. When filling out the report, you should be guided by:

The nomenclature of industrial products and services of an industrial nature for the preparation of state statistical reporting and processing of primary statistical data on the production of industrial products and services of an industrial nature, approved by the National Statistical Committee of the Republic of Belarus (hereinafter referred to as the Nomenclature) and posted on the official website of the National Statistical Committee of the Republic of Belarus in the global computer Internet www. Belstat. in the section “State statistical observations”;

explanations to the national classifier
Republic of Belarus OKRB 007-2007 “Industrial and Agricultural Products”, developed by the scientific and production republican unitary enterprise “Belarusian State Institute of Standardization and Certification”, which includes interpretations of classifier positions, terms and brief descriptions of products, services and other information necessary for unambiguous classification and coding.

6. Data in the report is reflected in whole numbers.

7. When filling out a report on paper, you must include in the report additional sheets, if the number of types of industrial products (services) produced (rendered) by the organization exceeds the availability of free lines in the report.

8. Data on the production of industrial products must be provided for the relevant groups and subgroups of the Nomenclature and included in the corresponding totals for the groups and subgroups.

9. Columns A, B and C indicate, respectively, the name of the type of product (service), the code of the product (service) and the name of the unit of measurement of the product (service) according to the Nomenclature.

If the Nomenclature provides two units of measurement, then the data must be reflected in both units of measurement.

10. Columns 1 and 2 reflect data on the production of industrial products made both from our own raw materials and materials, and from unpaid raw materials and materials of the customer.

Data on production of products for items of the Nomenclature for which a cost unit of measurement is provided (with the exception of industrial services) is reflected in columns 1 and 2 taking into account the cost of customer-supplied raw materials.

11. Data on the production of industrial products are included as data on products shipped or intended for shipment to other organizations, non-industrial structural divisions of their organization, individuals, and about products spent on the industrial production needs of the organization (gross output).

12. Finished products delivered to the warehouse in previous reporting years and returned in the reporting year to the workshop for modification, as a result of which another type of product was manufactured, are not subject to exclusion from the production volume according to the product code for the corresponding year. Data on a new type of product is reflected according to the corresponding product code according to the Nomenclature, indicating the cost of the product in column 3 and, if customer-supplied raw materials are available, in column 4.

13. Data on the production of industrial products does not include data on products:

received from other organizations and sold without processing in the organization, even if before sale the quality of the products is checked, they are sorted, packaged, etc.;

not meeting standards or technical specifications, even if they are implemented.

14. Data on industrial services (including in the field of production of industrial products) are reflected only in columns 1, 2 and 3. Moreover, the data in column 1 must be equal to the data in column 3.

Services in the field of industrial production include activities to carry out individual transactions the process of manufacturing products from materials provided by the customer or purchased at the expense of the customer.

If an organization carries out all stages of production of products from materials provided by the customer or purchased at the expense of the customer, then this activity does not relate to services in the field of production. Such products are considered to be made from raw materials supplied by customers.

15. For the production of electrical energy, the report reflects the amount of electrical energy, including electrical energy spent on own needs power plants.

16. The production of thermal energy reflects the amount of thermal energy generated and released by power plants, boiler houses, recycling and other installations both to the structural divisions of their organization and to other consumers, minus the thermal energy spent on the own needs of the power plant (boiler house). In this case, the amount of thermal energy returned to the power plant or boiler house with condensate, waste steam and network water must be excluded.

Data on the production of thermal energy are reflected taking into account its losses during transportation in heating networks.

17. For the production of ready-mixed concrete, the report reflects the amount of concrete produced by the organization and its structural divisions for any needs, with the exception of those aimed at the industrial production needs of the organization (that is, for the production of industrial products).

In accordance with OKRB 007-2007, the subcategory “ready-mixed concrete” includes all types of ready-mixed concrete, divided according to the type of binder into cement, silicate, gypsum, asphalt concrete, polymer concrete and others, and the concrete mixture, which is obtained directly at construction sites or delivered by specialized vehicles .

18. Column 3 reflects data on production of products in value terms in millions of rubles for the reporting period.

The cost of manufactured industrial products is reflected without taking into account the cost of processed raw materials and customer materials.

The valuation of manufactured types of products is carried out in actual selling prices for products without value added tax, excise taxes and other taxes and payments from proceeds.

The cost of industrial products produced for export is reflected at contract prices recalculated in Belorussian rubles at the rate National Bank of the Republic of Belarus on the date of production of the product.

19. In column 4, the cost of processed customer-supplied raw materials and materials is reflected at the time of actual production of products from them.

Products are considered to be made from customer-supplied raw materials, regardless of the share of customer-provided raw materials used in the production of these products.

20. If the organization produced industrial products (provided services) of any type in previous year, but its production (provision) ceased in the reporting year, then the data on this type of industrial product (service) is reflected in column 2. A dash is placed in the remaining columns.

Instructions for filling out the federal statistical observation form

1. The appendix to the federal statistical observation form N 1-natura-BM “Information on the production and shipment of composite materials” is provided by legal entities of all forms of ownership - commercial organizations, and non-profit organizations producing composite materials for sale to other legal entities and individuals (except for small businesses).

The federal statistical observation form is also provided by branches, representative offices and divisions operating on the territory of the Russian Federation foreign organizations in the manner established for legal entities.

2. A legal entity fills out this form and submits it to territorial body Rosstat at its location.

If a legal entity has separate divisions, this form is filled out both for each separate division and for a legal entity without these separate divisions.

Note.

A separate division of an organization is any division territorially isolated from it, at the location of which stationary workplaces are equipped. Recognition of a separate division of an organization as such is carried out regardless of whether its creation is reflected or not reflected in the constituent or other organizational and administrative documents of the organization, and on the powers vested in the specified division. Wherein workplace is considered stationary if it is created for a period of more than one month (Clause 2 of Article 11 of the Tax Code of the Russian Federation).


Completed forms are provided legal entity to the territorial bodies of Rosstat at the location of the corresponding separate division (per separate division) and at the location of the legal entity (without separate divisions). In the event that a legal entity (its separate division) does not carry out activities at its location, the form is provided at the place where it actually carries out activities.

The head of a legal entity appoints officials authorized to provide primary statistical data on behalf of a legal entity.

The address part indicates the full name of the reporting organization in accordance with constituent documents, registered in the prescribed manner, and then in brackets - its short name. The form containing information on a separate division of a legal entity indicates the name of the separate division and the legal entity to which it belongs.

The line "Postal address" indicates the name of the subject of the Russian Federation, legal address with postal code; if the actual address does not coincide with the legal address, then the actual location of the respondent (postal address) is indicated. For separate divisions that do not have a legal address, a postal address with a postal code is indicated.

In the code part of the form title page the code of the reporting organization is entered according to the All-Russian Classifier of Enterprises and Organizations (OKPO) or an identification number (for a territorially separate division of a legal entity) on the basis of the Notification of assignment of the OKPO code (identification number) posted on the Rosstat Internet portal at: http://statreg .gks.ru.

In the case of delegation of authority to provide statistical reporting on behalf of a legal entity to a separate division, the separate division in the code part of the form indicates the OKPO code (for a branch) or identification number (for a separate division that does not have the status of a branch).

Temporarily non-operating organizations where production took place during any period of the reporting year are provided with the form on a general basis.

Bankrupt organizations that have entered into bankruptcy proceedings are not exempt from submitting reports in accordance with this form. Only after a ruling has been made arbitration court on the completion of bankruptcy proceedings in relation to the organization and the entry into the unified state register of legal entities of its liquidation (clause 3 of Article 149 of the Federal Law of October 26, 2002 N 127-FZ “On Insolvency (Bankruptcy)”), the debtor organization is considered liquidated and exempt from providing information.

According to the form in reporting period it is possible for the respondent to send either a duly signed report that is not filled in with indicator values, or an official letter to the relevant territorial body of Rosstat about the absence of indicators in the reporting period.

3. On the free lines, information on production, shipment and balances for each type of manufactured product is indicated in accordance with the All-Russian Classifier of Products by Type of Economic Activity OK 034-2014 (KPES 2008) (OKPD2) in the unit of measurement according to the All-Russian Classifier of Units of Measurement (OKEY) .

4. Data on the production of specific types of products in columns 1 and 2 include products produced by a legal entity (regardless of the type of main activity) both from its own raw materials and materials, and from unpaid raw materials and materials of the customer (toller), intended for distribution to others legal entities and individuals, their capital construction and its divisions, included in fixed assets or current assets, issued to its employees as payment for labor, as well as spent on its own production needs.

5. 7. Valuation of specific types of products shipped to other legal entities and individuals (column 7) is carried out in actual sales prices (excluding VAT, excise taxes and similar mandatory payments). In the case where only ex-wagon prices at the destination station are applied to a specific type of product, the cost of transporting the product from the departure station to the destination station is excluded from its valuation. If only ex-warehouse prices of the manufacturer are applied to a specific type of product, then the cost volume is assessed using these prices.

Products sold under an exchange agreement (barter), transferred to consumers free of charge or provided to their employees as wages, when included in column 7, are valued at the average selling price of the same or similar products.
