Today, from 10:00 to 18:00, right at Vnukovo Airport, everyone will be able to quickly receive information about debts in the most comfortable conditions without queues and time costs, and also check whether a temporary restriction on traveling outside the country has been established for the person who applied.

To participate in the promotion you only need to present an identity document. Passengers and guests of the airport, if desired, will be able to receive a receipt to pay the amount of the resulting debt.

We remind you that debts not repaid in a timely manner for traffic police fines, alimony payments, taxes, loan payments, as well as housing and communal services can cause a lot of trouble, for example, ruining a long-awaited vacation.

The campaign “Find out about your debts” is carried out at scheduled intervals and is voluntary. Bailiffs do not intend to forcibly collect debts during the action.

The purpose of the action is to motivate citizens to pay their debts and monitor their occurrence before the bailiffs apply enforcement measures.

Last year, passengers most often consulted the traffic police on issues of tax arrears and fines.

The “Find out about your debts” campaign is held on December 9 from 10:00 to 18:00 in the departure hall of terminal A of Vnukovo airport in the “Sanitary control” and “Phytocontrol” zone.

"From December 29, 2017 to January 9, 2018, bailiffs will be on duty in the buildings of major international airports. In case of difficulties with flying abroad due to debts, the Federal Bailiff Service (FSSP) of Russia will provide citizens with the opportunity to obtain the necessary consultation with using the “Data Bank of Enforcement Proceedings” service directly at checkpoints across the state border of the Russian Federation,” the press service of the FSSP of the Russian Federation reported.

Bailiffs recommend that citizens who have planned foreign trips immediately contact the electronic service “Data Bank of Enforcement Proceedings” on the website of the Federal Bailiff Service of Russia and check whether they have a debt. In addition, you can find out about the presence of debt through the FSSP application for mobile devices.

Using the "Data Bank of Enforcement Proceedings" service on the official website of the FSSP of Russia, you can also print out a receipt for payment and pay the debt directly at the bank. Also, on holidays, a hotline will operate in each territorial authority and in the central office of the FSSP of Russia.

Now the temporary restriction on travel is lifted by the bailiff within 24 hours after information about debt payment is reflected in the State Information System on State and Municipal Payments. To cancel the restriction on the right to leave Russia, the debtor must pay in full the debt under enforcement proceedings and submit a payment document confirming the repayment of debts to the bailiff on duty. “A citizen is included in the list of those not allowed to travel abroad if the amount of his debt exceeds 30 thousand rubles. However, for a certain category of debtors, more stringent restrictions apply: for example, if the amount of debt exceeds 10 thousand rubles for claims for payment of alimony, compensation for harm to health and in connection with loss of a breadwinner, property damage and moral harm caused by the crime,” the FSSP recalled.

Number of people not allowed to travel

According to the FSSP, today there are 1.7 million debtors in Russia who are not allowed to travel abroad. As a result of the application of this measure, over the 11 months of 2017, in the framework of 1.2 million enforcement proceedings, debtors fully or partially fulfilled obligations under enforcement proceedings in the amount of 56.1 billion rubles.

As the press service of the Federal Bailiff Service for Moscow told TASS, the capital's bailiffs will help debtors resolve issues with restrictions on the right to travel abroad directly in the buildings of the Sheremetyevo, Domodedovo and Vnukovo international airports.

Bailiffs of the Moscow region will also be on duty at Domodedovo, Sheremetyevo and Zhukovsky airports.

Efficiency of duty

From December 28, 2016 to January 8, 2017, more than two thousand FSSP employees were on duty in the buildings of international airports and other large ground checkpoints.

As of last New Year, 1.1 million debtors were restricted from traveling abroad. The duty of the bailiffs made it possible to quickly lift restrictions for 304 people. On average, the temporary restriction was lifted on an emergency basis from 20-30 people per day. However, it is unlikely that it will be possible to remove the restriction if payment is made a few hours before departure.

According to Russian laws, if a person has debts, he may not be allowed to go abroad. This does not mean that a vacation abroad is canceled for anyone who forgot to give a couple of rubles to a friend. Most often, drivers who have not found time to pay old fines, entrepreneurs who do not pay taxes, negligent fathers who “forgot” about alimony, or people who have incurred arrears in paying utility bills or missed loan payments are among those not allowed to travel.

How to find out about your debts in advance

In order for a person to be included in the “black” list of those not allowed to travel abroad, a special order of the bailiffs must be issued in his case. After this, a debt resolution is sent to the defaulter by mail, and if the person does not respond, his personal data goes to the border guards.

Not everyone lives at the place of registration, letters do not always reach the addressee. If you think that you may have debts, it is better to check your debts in your personal account on the tax police website (service.nalog.ru/debt) in advance, even before planning your trip; information about outstanding fines can be obtained on the State Services website (www. gosuslugi.ru). And you definitely need to go to the portal of the Federal Bailiff Service and look for your data in the “Data Bank of Enforcement Proceedings” (www.fssprus.ru/iss/ip/. If the search result is positive, it is better for you to either pay for everything or refuse the voyage.

Try to pay off your debts as early as possible - at least a month before departure. Doing this on the eve of the trip is pointless, because the data will not have time to pass through the authorities. The employees at passport control are guided only by their base: even if you have a decree lifting the ban or confirmation of payment of debts, you still will not be released.
